Be it remembered that on this the 6th day of November A.D. 1890 the Board of Aldermen of the City of Seattle met pursuant to adjourning in their Council Chamber in the New City Hall: Geo. W. Hall in the Chair. At roll call the following members were present to wit: W. H. Bogardus F.W.D. Holbrook Moses Korn A. S. Miller F. A. Pontius F. W. Wald W. A. Snyder F. N. Wilcox Mr. President. H. W. Miller Clerk

The following proceedings are had to wit: Minutes of the previous meeting read & approved. The matter of public printing laid over from last meeting was called up and sealed proposals from the Post Intelligencer, The Daily Times and the Seattle Press and daily Telegraph were read and referred to a Special Committee. Appointed by the Chair Messrs Pontius and Wald being such Committee.

The Communications from the Mayor appointing Thos Galfney Port Warden laid over from last meeting was called up and on Motion vote taken: The Name of Thos Gafney was unanimously rejected.

The following Petitions are then read — From B. J. Angille for position of Janitor: read & ordered placed on file.

From Wm & Eliza Harmond regarding the Survey of Temperance St. and asking for modification of same. Read & referred to street Impt Com.

From Delfie Bros for hitching poist. Read & ref to St Impt Com.

Petition of Robert Albion et al for street lights on Lakeview Street from Jackson St. to Weller St.; Read & referred to St. Light Com.

Petition of Framenthal Bros to have alley filled in to street grade on Block 8 Maynards Add. bet. Yesler Ave. and Washington St.; read & referred to St. Imp. Com.

Petition of T. P. Dyer et al for the plankings of certain triangle on Electric Railway. Read & referred to St. Imp. Com.

Petition of Alex McRae calling attention to certain street grade assessment; Read & ref to the Judiciary Com.

Petition of A. McKinnon for rebate on extension of Liquor license that had not been used over one whole quarter; Read & ref to License & Revenue Com.

Petition of Charles Gardner that for repairs to South 7th St; Read & ref to St. Supt. Com.

Petition of Mrs. M. O. Johnson for position as Janitor. Read & ordered placed on file.

The following petitions for licenses were received: Shaw & Algin; A. G. Lindberg Benhil and Kiel. Read & ref to License & Rev Com.

A motion to reject any further applications for Janitor was carried.

Petition of Mills & Randall et al for sidewalking on Pike St. from Alley bet. 8 & 9th sts to 10th St. Read & ref to St. Impt. Com.

Remonstrance of M. M. McAndrews against condemnation of certain property owned by him situated on South [?] St. Read & ref to the Corporation Council.

Report of Harbor Master for the month of October 1890 was received; Read and adopted and ordered placed on file. Same reports to H of D for concurrent action.

Communication from the Seattle Electric Railway & Power Co. extending fire transportation to all Aldermen; Read & ref to a motion of Holbrook Samson accepted with thanks.

Communication from the Mayor was recd appointing R. C. Washburn Library Com's for the term of three years. On vote both were confirmed unanimously.

B of A Bill No. 8 An Ordinance to regulate the practice in the Police Court and provide a Clerk for same and fix his salary was recd back from the Corporation Council with the following report: This Ordinance is disapproved by me in regard to all its provisions except the section as to a clerk and his salary; as to that it is subject to the judgment of the City Council. Signed O. Jacobs Corporation Council.

41 Board of Aldermen of the City of Seattle

On Bill No. 18. Coming up for its 3rd reading. Motion was made to lay same on table. Carried.

The Judiciary Committee reported back B of A Bill No. 10: An Ordinance authorizing the Board of Public Works to purchase materials, and B of A Bill No. 14 An Ordinance constituting the City Clerk a :Purchasing Agent for the various departments and bureaus under the Freeholders Charter and defining his duties as such Purchasing Agent; recommending the B of A to go into a Com of the Whole on the consideration of the bill; On motion the report adopted and Board resolved itself into Committee of the Whole the Rest. appointing F. W. D. Holbrook Chairman. On Bill #10 being called for 3rd reading. Alderman was moved to strike out all of Section 2 and insert as an amendment subject matter more fully defining the purchases to be made and the manner in which they should be made. Motion carried; A motion was then made that be be re-referred to Judiciary Committee Council.

On Bill No. 14 being called for 3rd reading Alderman Wilcox moved same be laid on the table; carried. The Committee of the Whole then arose and reported as follows: Mr. President, Your Committee of the Whole to whom was presented the Ordinance respecting the appointment of Purchasing Agent are vesting such

Purchaser in the Board of Public Works (B of A Bill No.10) and the other in the City Clerk (B of A Bill No. 14) respectfully report that on consideration of the same B of A Bill No. 10 was referred back to the Judiciary Committee to have certain amendments incorporated and suitably [engrossed?] while B of A Bill No. 14 was ordered laid on the table; F. W. D. Holbrook Committee of the whole.

On motion report was Adopted.

B of a Bill No. 15 An Ordinance appropriating money is now on hand from the City Fund to other Fund as was reported formerly on by the Judiciary Committee and on 3rd reading was passed by the following vote in favor Bogardus, Holbrook Korn Miller Pontius Was and Mr. Prest. 8 against Wilcox 1. Bill passed and same reported to H of D for concurrent action.

B of A Bill No. 19: Was introduced acompanied by the report of the Joint Committee: An Ordinance authorizing the Board of Public Works to make a report contact with Benezette Williams for planning a system of sewage for the City of Seattle, and to secure his services as consulting Engineer as a substitute for and to take the place of a certain Contract entered into between the said Benezette Williams and the City of Settle on the 16th day of November 1889 and ratified by Ordinance No. 1274 entitled An Ordinance to Ratify and Confirm
