43 Board of Aldermen of the City of Seattle

A Contract made by the Mayor and Clerk with Benezette Williams approved on the 23 day of November 1889, whereby said Benezette Williams was employed to plan and superintend the construction of a system of water works for the use of said City and to settle with said Benezette Williams for all liabilities incurred by said City to him under said Contract. Bill was read first & second time, and Miller moved that same be given its 3rd reading and placed on final passage. Motion amended to the effect that same be referred to the Judiciary Committee. Second ayes & nays were ordered and vote taken in favor Bogardus Korn Snyder Wilcox 4 - against Holbrook Miller Pontius Ward Mr. Prest 5. Amendment lost. Original motion taken up and same lost. Alderman Ward then moved that B of A Bill No. 19 be made a special order of business for Friday eve November 7th 1890. Motion carried.

B of A Bill No. 20 was introduced. An Ordinance amending Section 42 of Ordinance No. 1147. Same read 1st & 2nd time & on motion referred to Com. on Public Bldgs & Grounds.

Reports Judiciary Com. responded on theh petition of Eliza & Geo M. Spray that same be ref to Street Imp. Com. Report amended to refer

Said petition to Coporation Council. Amendment carried and ordered.

Com. on Health & Police to whom was referred B of A Bill No. 16 defining the no. of the Police Forced. Reported favorably on same and same given 3rd reading. Passed by the following vote in favor Bogardus Holbrook Korn Miller Pontius Snyder Wald Wilcox & Mr. Prest. Against none. Same reported to H of D for concurret action.

Communication from the Mayor appointing N. L. Rodgers for Port Warden on vote being taken Mr. Rodgers was confirmed by vote of 5 in favor and 4 against.

Special Committee on furnishing reports recommending the payment of bills of Hy Barke and G. Seymore. Report read & adapted and bill ordered given to the Auditing Committee.

Petitions from F. M. Sargent and H. J. Palmer for position of Janitor were allowed read and ordered placed on file.

Motion made by Korn that the Board of Public Works be requested to order the Street Superinendent to repair the sidewalk on the corner of 8th & Washington Sts. at once as the place is very dangerous to pedestrians. Motion carried and so ordered.

Jt. Res. #4 to change grds of St. [/left margin]

The following communication was recd from the H of D. Joint resolution No. 4. That the B of P. Wks. be enpowered to change the grounds at the corner of 12th & Columbus Sts. and at the corner of 3rd & Stewart Streets provided that the majority of the property owners affected are in favor of such changes. And provided from then that the City Engineer consider such changes feasible and desirable and the Committee on Streets of both Houses of the City Council assent. The resolution had 1st and 2nd reading and motion made to lay same on table. Ayers & Noyes ordered and vote stood as follows: In favor Korn Wilcox 2. Against Bogardus Holbook Miller Pontius Snyder Ward Mr. Prest. 7. Motion lost. Alderman Ward moved same be referred to Judiciary Committe. Carried and so ordered.

[left margin] Jt. Res #5 Furnishing of Fire Boat [/left margin]

H of D sent joint resolution #5. Resolved: that the B of P wks be instructed to complete the furnishing of the Fire Boat ["?"] and incur the necessary expense therefor. Same read 1st and 2nd time and motion given. 3rd reading an placed on final passage. The vote was as follows: In favor Bogardus Holbrook Korn Miller Pointius Snyder Wald Wilcox Mr. Prest. Against None. Bill handed to Prest. for signature. Alderman Snyder objected and moved a recalculation of the vote, and that Joint resolution No. 5 be referred to the Fire & Wager Com. Motion carried and so ordered.

Jt. Res. #6 Completion of City Work [/left margin]

H of D sent Joint Resolution No. 6: Resolved: that the B of P Works be requested to take up and push to completion all pulic improvements authorized by the former City Council which are now awaiting executive action. Read 1 & 2/d time and referred to Jud. Com.

[left margin] Fire Boat [/left] Motion made that the Fire & Water Com. investigate the progress made on the Fire Boat and report same as early as possible to the B of A. Carried:

The Fire and Water Com: reported favorably on the request of the Fire for for the Chemical Engines to arrive: Report read and adopted and on motion ordered that the Board of Public Works procure same forwith. Said action reported to the H of D for immediate concurrent action.

[left margin] Report of Health Off. Mo. of Oct '90 [/left margin]

The Committee on Health & Police reported favorably on Health Officer's report for the Month of October 1890. Report read and adopted and ordered placed on file: Same reported to H of D for concurrent action.

[left margin] Thos. Foran Ext. of time [/left margin]

The Committee on Street Improvements reported as follows on the matter of extension of time as asked for by Com: to whom was referred to application of Thos Foran asking for 60 days extension of time of contract on Canal Street grades bet leave to report that we find upon examination of Contract together with the Bond.

47 Board of Aldermen of the City of Seattle

Therefor that the Contract was to have been completed on the 16th day of October last and from that time there is a penalty attached for each days delay in completion of Contract. Your Committee therefor suggests that the matter be referred to the Corporation Council and to obtain his opinion as to what action to adopt in the matter.

The Judiciary Committee reported back B of A Bil No. 12 An Ordinance repeating Ordinance 1489. An Ordinance to extend & establish Broadway as a public highway and recommending passage of the same. Bill then taken up on 3rd reading and passed by the following vote. In favor Bogardus Holbrook Korn Miller Pontius Snyder Ward Wilcox Mr. Prest 9. Against none. Same reported to H of D for concurrent action.
