License Revenue Com: reported favorably on the rebate asked by J. C. Nixon on license of Hickock & Jally: report read and on motion adopted granting said rebate. Same reported to H of D for concurrent action.

Report of Com on Health & Police to whom was referred the matter of J. F. Bangs for assistance reported that he be given a ticket of transportation from Seattle to St. George NB. Report read & adopted. Same sent to H of D for concurrent action.

The Judiciary Com: to whom was referred the petition for the extension of the City limits reported as follows: To the Prest. and Board of Aldermen: Your Committee to whom was referred the petition for the extension of the City Limits of the City of Seattle beg leave to report as follows: The bounaries of the City of Seattle are already quite extensive: The proposed extension takes in a large section of Country North of a portion of the present boundary: Section 9 of an Act approved March 24th 1890 entitled An Act providing for the Organization - Class-ification - incoporation and government of Municipal Corporation provides that the boundaries of the incorporation may be altered and new territory included therein upon compliance with the provisions of Section 9 above referred to A petition is to be presumed signed by not less than one fifth (1/5) of the qualified Electors of the old Coporation as shown by the vote

cast at the last Municipal Election held therein: The petition in our judgment although the last statute is not clear [ought?] to be show at least one fifth (1/5) of the actual votes in the district or Territory sought to be annexed. It seems that this petition complies with these Statutory provisions: The law requires that if there should be favorable action by the City Council upon the petition that an election shall be held at such time as the City Council may designate for the purpose of ascertaining whether the majority of the people under the old incorporation as well as a majority of the voters in the dis-trict sought to be annexed are favorable to the annexation. We are of the opinion that the City Council has a right to determine in the first instance whether the annexation of the New Territory is desirable under the existing provisions of law. The City Council ought to be very careful to ascertain before putting the City to the experience of a special election that at least one fifth of the active voters in the old Corporation as well as in the territory sought to be annexed have already petitioned for the annexation. And your Committee after a careful consideration of all matters in relation to the pryer of the petitioner would recommend the adoption of the report as presented by your Committee.

Be it remembered that on this the 7th day of November A.D. 1890 the Board of Aldermen of the City of Seattle meet pursuant to adjournment in Special Session. Prest. Geo. W. Hall in the chair: At roll call the following members were present W. H. Bogardus F. W. D. Holbrook A. S. Miller F. A. Pontius W. A. Snyder F. W. Ward F. N. Wilcox Mr. Prest. H.E.O. Miller City Clerk Aldermen Korn came in shortly after & took his seat:

Motion made to dispense with the reading of the Minutes of the previous meeting at this Meeting Carried.

The following proceedings are hadL On request of Alderman Pontius the Original Contract now existing between Mr. Williams and the City of Seattle was produced and read as also the Ordinance ratifying said Contract. Alderman Wilcox moved to lay the matter
