114 JOURNAL OF THE PROCEEDINGS OF THE SEPT 1/82 Be it remembered that on this the 10th day of September 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The following officers are present, to wit: His Honor the Mayor H.G. Struve and Councilmen John Collins, Chas F. Clancey, O.F. Cosper, Fred Gasch, Charles McDonald, G.L. Manning and U.M. Rasin Thereupon the following proceedings are had: Petitions received From Walter France to correct Certificate of Purchase and to refund certain taxes paid. referred to the Judiciary and Legislative Committee From A. H. Manning et al for the opening of Third Street from Battery Street to Blanchard Street. Referred to the committee on Streets and Street Improvements From the Heirs at Law of Fred Slother Dec'd for the adjustment of sidewalk tax for Jackson Street sidewalk tax levy under Ordinance No. 283, Referred to the Committee on Streets and Street Improvements. From Roswell Scott et al for an Ordinance prohibiting the wearing of bells on animals. Referred to the Committee on Streets and Street Improvements From M Densmore et al for an Ordinance changing the Grade on Union Street from Front Street to8th Street and to have Union Street u-graded. Referred to the Committee on Streets and Street Impr -ovements. From Robert Kaupe et al for an Ordinance to construct side walks on both sides of Union Street from Front Street to the East side of Eighth Street. Referred to the Committee on Street and Street Improvement. From Geo Harlip for the right to erect a fish stand. Referred to the Committee on Streets And Street Imrpovements From W.R. Brawley et al for the opening of Washington Street from 10th to 11th Street, and for the opening of 11th Street from Washington Street to Main Street. Referred to the Committee on Streets and Street Improvements.

115 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 1/82 From O S Wright et al for the opening of Canal Street to 13th Street; and the opening of 13th Street from Canal to a point 100 feet South of the South line of Catherine Street Referred to the Committee on Streets and Street Improvements. Referred to the Committee on License and Revenue. From the chief of Police requesting the appointment of an additioinal Police Officer. Referred to the Committee on Health and Police. From the Clerk for a new "Register of Licenses" Referred to the Committee on Licenses and Revenue From the Health Officer asking for a leave of absence from the City. Referred to the Committee on Health and Police. Reports Received From the City Attorney, on pending litigation. referred to the Committee on Judiciary. From City Justice T H Cann, upon Police Court business showing $133.00 paid into the Treasury as fines. Referred to the Legislative and Judiciary Committee. From the Treasurer upon receipt and disbursements. Referred to the Finance Committee. From the Street Commissioner, upon street improvement referred to theCommittee on Streets and Street Improvements. Fromthe City Surveor, showing that Chin Guan & Charlie contractors on Union Street grade had completed 6652 cu yds of earth work & 2246 feet of Box Drains. Referred to the Committee on Streets and Street Improvememnts From the Harbor Master, showing $10.00 collected for discharging Ballast for the month of August. Adopted From Judiciary and Legislative submitting an Ordinance entitled "In relation to Auctioneers, Hawkers, and Peddlers" From Judiciary and Legislative, on petition of Geo W Hall et al for bids for side walk on Pine Street and Stewart, 10th & Viginia Streets, submitting onOrdinance entitled "To Provide for the letting of certain contracts" From Judiciary and Legislative, on claim of Catherine Werritt, recommending the payment of the same. From Judiciary and Legislative on Harbor Master's Report recommending the adoption of the same. Adopted From Judiciary and Legislative submitting an Ordinance entitled "A special Ordinance to provide for the construction of a sidewalk on King Street from 7th to 10th Streets." From Health and Police on Communication ffrom the Chief of Police recommending that an additional Policeman be appointed, Adopted From Streets and Street Improvements, on petition of D M Crane et al for opening the alley through Block 19 of Boren's plat, recommending that the petition be deniel. Adopted and petition denied From Streets and Street Improvements, on petition of H E Herndon for a set off of $21.00 against revenue & tax for Jackson Street sidewalk, recommending the granting of said petition. Adopted

117 COMMON COUNCIL OF THE CITY OF SEATTLE Sept1/82 From Fire and Water, on petition of W H White et al for the purchase of 20x60 feet off West End of Lot 2 Block 5 of Boren's Plat for our Engine House, recommending the purchase of 25 by 60 feet of West end of said Lot. From Fire and Water showing that $3.75 had been paid into treasury for changes on freight landed at City Inclines & recommending the regulation of rates for landing property on City Inclines. Referred to the City Attorney with instructions to recommend such action as he may be advised for the best interests of the City. From License and Revenue on application of Robert Hahn for a Grocery License, recommending the rejection of said application. Adopted & License refused.
