And now the Council proceeds to an election for the purpose of filling the Vacancy caused by the removal of Policeman T. J. Small. Whereupon A. H. Manning [show?= =ing?] a majority of all the votes of the Councilmen present is duly declared elected as Policeman to fill said vacancy for the term provided by law.

Ordered that the Council stand now adjourned until Monday February 5, 1883 at 7 1/2 O'Clock P.M.

Be it remembered that on this the 5th day of February 1883 the Common Council of the City of Seattle meets in it's Council Chamber pursuant to adjournment

The following Officers are present, towit: His Honor Acting Mayor John Collins and Councilmen O. F. Cosper, Chas F. Clancy, Fred Gasch, Charles McDonald and G. L. Manning Thereupon the following proceedings are had:

Applications for Licenses

The following applications for licenses are laid over until next meeting towit: J. H. Hornell, Joseph Francis [cot?] [Ivana?] & Ackley.

The folowing applications are granted, towit:

John Collins Retail liquors; James [Vergon?] Retail liquors & 1 Pigeon Hole Table; Andrew [Slovali?] Grocery; Thos Smith 2 Retail liquors; Margaret Sullivan Grocery; Louis Sylvania Retail liquors; Flynn & Anderson Retail liquors & 1 Billiard Table; A. F. Hill Retail liquors & 1 Billiard Table; Wm Grose Retail liquors; Fred Gasch Grocery & 1 Pigeon Hole table; Smith & Farrar retail liquors & 1 Billiard Table

COMMON COUNCIL OF THE CITY OF SEATTLE

Feb. 5/'83

And now the Council proceeds to consider the matter of the acceptance of the Engine House Constructed under Ordi= =nance No. 285; By E.W. Rea Thereupon the Council after deducting the following items accept the building; Towit: 2 in(ch) plank in sidewalk instead of 3 in(ch) $10.00; Door sill in Council Chamber $2.50 Rehanging doors in Engine Room $5.00 Plastering $55.00 Painting $150.00 Total $222.50

Ordered that the Balance due the contractor E.W. Rea for constructing said Engine House after deducting said sum of $222.50 be paid said Contractor by Warrant on City Fund.

And now said E.W. Rea Contractor presents a claim for Extra Work on said Engine House amounting to $716.00 thereupon it is Ordered that the said claim be Provided if said arbitration shall [request?] said claim the said E.W. Rea shall pay the costs of arbitration referred to 3 Arbitrations, Towit: One To be appointed by the Council; One to be appointed by said Contractor & the two so appointed to select a third arbitrator.

ordered that Henry [Goruley?] be & is appointed such Arbitrator on behalf of the City.

Claims Paid

E.W. Rea Balance due in Contract Engine House No. $1533.75 E.W. Rea Extra Work same $127.00

Petitions are received from Chin Guan & Charlie & Wa Chong & Co for the right to use Fire Crackers between Feb. 6 & 12th. Laid on the Table

A petition is received from McDaniel Bros for the right to grade Madison Street between 3rd & 4th Streets. Laid on the Table

Ordered that the vote of assessment in order to provide funds to pay for the Sidewalks constructed on Seneca Street under Ordinance No. 336 be & is hereby fixed in the sum of 7 [nickels?] on the dollar

The Surveyor Submits Specifications and estimates for a Stone Wall fronting Blocks "L" and "A" on Front Street Laid over

Be it remembered that on this the 12th day of February 1883 the Common Council fo the City of Seattle meets in it's Council Chamber pursuant to adjournment.

The following Officers are present Towit: His Honor the Acting Mayor Councilman John Collins and Councilmen O.F. Cosper, Charles F. Clancy, Fred Gasch, Charles McDonald and G.L. Manning

Thereupon the following proceedings are had:

And now the Council proceeds to open and consider the bids for the sidewalk to be constructed on Columbia Street under Ordinance No. 354, which bids are as follows Towit:

L.E. Hickson per feet B.M. $17.75 John M. Stewart et al " " $16.50 G. W. [Curier?] " " $ 17.50 S. G. Simpson " " $ 16.95 S. F. Hoole " " $16.00 D. S. Hill & H. Rosburg " " $16.90 Geo. S. Cassell " " $16.40

And now it appearing to the Council that the bid of S. F. Hoole is the lowest and best bid, and that he is the lowest responsible bidder. It is therefore ordered that the contract be awarded to him upon his giving a bond with good and sufficient sureties in the sum of $500.00

And now the Council proceeds to open and consider the bids for the sidewalk to be constructed on Cherry Street under Odinance No 354, which bids are as follows, Towit:
