244 JOURNAL OF THE PROCEEDINGS OF THE Apr 16/83 And now the Council proceeds to consider the bids for the construction of Sidewalks on Second Street in Maynard's plat under Ordinance No. 369. Whereupon it appearing to the Council that the bid of S. G. Simpson is the lowest & best bid and that he is the lowest responsible bidder. It is ordered that the Contract be awarded to him upon his giving a bond in the sum of $500.00 with good & sufficient sureties And now the Council proceeds to consider the bids for the Improvements on James, Cherry and Spring Street from Front Street to Alley between Front and Second Streets under Ordinance No 365. Whereupon it appearing to the Council that the bids of G. N. Alexander are the lowest and best bids, and that they are the lowest responsible bidders. It is ordered that the Contracts be awarded to them Ordered that the Clerk be & is hereby instructed to take the Warrant No 181 on Road Fund favor of Gladding McBean & Co of San Francisco for $781.60 cash the same & forward such funds by proper means to said firm Ordered that the Plans & Specifications for Madison Street sewer as now presented be & are hereby adopted & that the Clerk is hereby instructed to advertise for bids in accordance therewith. a special Ordinance appropriating money to pay audited bills. Adopted Ordered that the Council stand now adjourned until Monday evening, April 23, 1883 at 7 1/2 o'clock Attest: E. S. Osborne, Clerk Approved: H. G. 245 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 23/83 Petitions Received From James Alexander, et al for the opening of 10th Street Referred to the Committee on Streets and Street Improvements. From H Jones for the right to lay water pipes. Referred to Judicary & Legislative Committee From Edwin Eells for lowering 3rd Street. Referred to the Committee on Streets and Street Improvements. Committees Reports Received From Streets and Street Improvements recommending the grading of and the construction of sidewalks on both sides of Pike Street from the alley between 3rd & 4th Streets to the west side of 8th Street. Adopted. From Streets and Street Improvements approving Street Commissioners Report Adopted From Streets and Street Improvements recommending the opening of 7th Street from Pike Street to the city limits. Adopted and Street Commissioner is hereby instructed to open the same. From Streets and Street Improvements recommending the construction of sidewalks onboth sides of James Street from Second St to 3rd Street. Adopted Ordered that the Street committee be & They are hereby instructed to notify all property owners in said district that unless such sidewalk is constructed within 10 days from date an ordinance will be submitted therefor Ordered that the Legislative and Judiciary Committee be & they are hereby granted until next meeting in which [?] on the ordinance granting to J H Lewis et al certain rights to construct Street railways. From Streets and Street Improvements rejecting the petition of W N Bell et al to erect a veranda. Report adopted & petition denied. 246 JOURNAL OF THE PROCEEDINGS OF THE Apr 23/83 And now in pursuance to Notice duly published the Council proceeds to open and consider all bids for the construction of a sewer in Madison Street under Ordinance No 355. Which bids are as follows: Matt Branagan $1300.00 John J Cummings & Co 949.50 William Keane and James Walsh 1296.00 Patrick Dailey and Daniel O'Brien 1260.00 S G Simpson 1440.00 And now it appearing to the Council that the bid of John J Cummings and Co is the lowest and best bid & That they are the lowest responsible bidders. It is ordered that the contract be awarded to them upon thier giving a bond with good and sufficient surities in the sum of $500.00 Miscellaneous The Clerk submits statements of the cost of grading and sidewalks on 2d, 3rd, & Intersecting Streets under Ordinance No 288. Referred to Finance Committee Ordered that the Plans drawn by Donald Mackay Architect & entitles by the Committee on Public Buildings , Property & Grounds for an Engine House on Columbia Street property be & are hereby adopted Ordered that the Attorney be & is hereby instructed to submit an Ordinance authorizing the construction of an Engine House on Columbia Street Property. Ordered that the Mayor be & he is hereby requested to appoint a special Committee of 3 to be known as the Committee on Columbia Street Engine House to superintend the erection of the same. Ordered that upon the filing of specificatin for an Engine House on Columbia Street the Clerk be & is hereby instructed to advertise for bids for the construction of the same. Such advertisement to require a bond to be filed with each bid in the sum of $1000.00 conditioned that if such bid since be accepted & a contract awarded thereon The bidder is [?] a contract and Bond for the construction of such Engine House

247 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 23/83 according to Plans & specifications and detail drawings to be furnished Ordered that no license be exacted of A J Smith for disposing of bibles Ordered that a sidewalk be constructed on the South side of Mill Street from South 2d to South 4th Street & that the Street Committee be & they are hereby instructed to notify all property owners to construct the same within 10 days from date & on failure to construct the same will be done pursuant to Ordinance. Ordered that a Sidewalk be constructed on the North side of Jefferson Street from North 2d to North 3rd Street & that the Street Committee be & they are hereby instructed to notify all property owners to construct the same within 10 days from date & on failure to do the same withh be done pursuant to Ordinance Ordered that the Gas Co under the direction of the Street Committee be & they are hereby authorized to obstruct South 2d Street at Washington Street pending the grading by raising their gas mains in accordance with the proposed grade Ordered that the Street Commission be & he is hereby instructed to secure all obstruction maintained by City on Wa Chong's Lot on South 3rd Street & adjoining Engine House property. Ordered that the Fire Committee be & they are hereby instructed to place proper hangings on Front doors to Engine House on South 3rd Street. Ordered that the Council as a Committee on Wednesday April 25, 1883 at 2 o'clock pm accompanied by the City Engineer & J G Scuny Engineer proceed to inspect all proposed grades & also the establishment of certain grades Ordered that the Clerk be & is hereby instructed to advertise for bids for the completion of New City Engine House in accordance with plans & specification now on file

248 JOURNAL OF THE PROCEEDINGS OF THE Apr 23/83 Ordered that Thomas Clancy be & he is hereby authorized to construct a sidewalk on the South side of Washington Street from South 3rd to South 4th Street Ordinances Received The Judiciary and Legislative Committee submit an Ordinance entitled "To provide for grading a portion of Pike Street and for constructing a sidewalk in said Street" After due consideration said ordinance is adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Clancy, Gasch, McDonald & Rasin. Against adoption none. The City Attorney submits an Ordinance to provide funds to pay for grading & improvement on 2d, 3rd, & Intersecting Streets. Laid over until next meeting. Thereupon the following by reason of the absence from the City of His Honor the Mayor H G Struve. Councilman U M Rasin is elected to the position of Acting Mayor to serve during such absence.
