340 JOURNAL OF THE PROCEEDINGS OF THE Aug 24/83 Be it remembered that on this the 24th day of August, 1883 the CommonCouncilof the City of Seattle meets in its Council Chamber pursuant to adjournment. The followingofficers are present, to wit: His Honor the Mayor H G Struve and Councilmen Thomas Clancy, B F Day, Geo W Harris, Charles McDonald, U M Rasin, Otto Ranke and F W Wusthoff. There upon the following proceedings are had: Petitions Rec'd From Williamson and Kellogg for the right to occupy one-half of Spring Street Front to alley between Front & 2d. Referred to the Street Committee From John Angelo et al for the right to use the foot of Columbia Street for a fish stand. Referred to Street Committee. From Brooks and Cummings asking to be released from their Contract for the Improvement of Cherry Street under Ordinance No 395. Referred to the Street Committee. From the School Directors fo Seattle School District No 1 for the establishment of the grade on 5th Street, Pine to the City limits north. Referred to the Street Committee. Reports Rec'd From the Attorney on the matter of licensing Book Canvassers. Order filed. From the Attorney on the matter fo the proposed Ordinance to appoint Janus Murphy a Special Policeman. Committee Reports Rec'd The Judiciary Comtee ask & are granted further time in which to report on the matter of Compiling the Ordinances. From Finance Comteee apporving the Statements of cost of the Improvements of Eighth Street under Ordinance No 388 and of the improvement of Seneca Street under Ordinance No 401. Ordered that the rate of assessment in order to provide funds to pay for the improvement of Eighth Street under Ordinance No 388 be and the same is hereby fixed at the sum of 76&3/10 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Improvement of Seneca Street under Ordinance No 401 be and the same is hereby fixed at the sum of 58 mills on the Dollar.

341 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 24/83 From the Fire Comtee recommending an appropriation of $300.00 be made & paid to Seattle Hook & Ladder Co No 1 to apply towards liquidating their indebteness for apparatus. Adopted & attorney is instructed to prepare a proper ordinance. From the Street comtee asking that the Ordinance submitted by J B Metcalf for a Street Railway franchise be taken up for consideration by the Council. Adopted & such ordinance laid over for special consideration the first Friday in September next. From Street Comtee rejecting thepetitionof John Angels et al for the use of the foot of Columbia Street. Adopted petition denied. From Street Comtee recommending that the grades be estblished onVine Street from Water Street to 5th Street. Blanchard Street from Front Street to the alley between 5th and 6th Street and Bell Street from Front Street to 6th Street. Adopted and Surveyor is hereby instructed to submit the proper elevations. FromStreet Comtee recommending that the grade be established onFifth street from Pine Street to the City Limits North. Adopted & surveyor is hereyb instructed to submit the proper elevations. From Street Comtee asking that the Ordinance submitted by Lewis et al for a Street railway franchise be taken up for consideratin by the Council.Adopted & suchordinance is laid over for special consideraton the first Friday in September next. From Street Comtee recommending that the Ordinance submitted by the "Seattle Street Railway Co." for a street railway franchise be taken up for special consideration by the council. Adopted & such Ordinance is laid over for special consideration the first Friday in September next. From Harbor & Wharves Comtee submitting the folowing report to wit: To the Honorable Mayor and Common Council of the City of Seattle Gentlemen, Your Committee on Harbor and Wharves to whom was referred the petition of Columbia and Puget Sound Railroad Company beg to recommend that the City grade , fill in or wharf out as maybe found necessary Main Street from its intersection with Commercial Street the west line of Blocks 7 and 3 Maynard's plat of the City of Seattle in accordance with grade. II

342 JOURNAL OF THE PROCEEDINGS OF THE Aug 24/83 That the City construct a wharf or roadway 30 feet in width on the North side of Jackson Street a distance of 110 feet in a Westerly direction from the present end of the Bulkhead at the West end of said Street. III That the City construct a wharf or roadway 30 feet in width on the South side of Washington St 100 feet in a westerly direction from the West line of the alley in Block 2 of Maynard's plat in accordance with grade. IIII That the Committee on Streets and Street Improvements be instructed to make said imporvements and the necessary ordinance be drawn V Your Committee ask further time to report on the petition to wharf pour in front of Block 2 and 3 Maynards Plat. Dated Aug 24, 1883 B F Day Chairman U M Rasin thereupon the said report is adopted & the Attorney is hereby instructe to submit an ordinance therefor. From the Special 'Committee on Columbia St Engine House reporting that certain changes had bee made in plans. Adopted Considration of Ordinances The attorney submits as Ordinance entitiles "An ordinance to establish the grade on a portion of Jackson Street", thereupon after due consideration the same is adopted upon the folllowing vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. The Judciary & Legislative Committee submit an Ordinance entitled "To provide for the appointment of two additional noght Policemen", thereupon after due consideration the same is adopted upon the folllowing vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke &Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "An Ordinance to establish the grade on a portion of Battery Street', therupon after due consideration the same is adopted upon the folllowing vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none.

343 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 24/83 The attorney submits an Ordinance entitled "An Ordinance to amend Ordinance No 417 entitled to Amend Section 15 of Ordinance No 353 entitled an Ordanance establihsing grades in the City of Seattle Approved may 18, 1883, approved July 6th, 183", thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. The Attorney submits an ordinance entitled "An Ordinance to porvide for the grading and building sidewalks on a portionof South Fourth Street", Whereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "An Ordinance to amend Ordinance No 383 entitled An Ordinance to establish ertain grades inthe city of Seattle", thereupon after due consideration the same is adopted upon the following vote, to wit: In favorof adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. The Judiciary and Legislative Comtee submit an Ordinance entitled "Tp provide for the construction of a sidewalk on Spring Street" thereupon afterdue consideration the same is adopted upon the following vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. Th attorneh submits anOrdinance entitles "To provide forthe payment to Mrs Charles O Boerner $50.00" thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against adoption none. Council man Day submits an Ordinance entitled "An Ordinace to amend Ordinance No296 entitled In relation to Auctioneers, Hawkers and Peddlers approved September 5th 1882", thereupon the same is laid over for special consideration the first Friday in September 1883. Aoolications fo Licenses. Ordered that licenses be issued as follows to wit: G Burien for a grocery license for 3 months from Aug 22,1883 G Burien for a pigeon hole table for 3 months from Aug 22,1883 G Burien for 1 pool table for 3 months from Aug 22,1883 Frank Lessman for a grocery license for 3 months from Sept 2,1883 L V Schnyder for Retail Liquor for 3 months from Aug 26,1883 Miscellaneous Ordered that the Attorney be & he is hereby insturcted to prepare a Contract to be entered intoby the Seattle Gas Light Co for the furnishing of Gas for the ensuing year at $5.00 per lamp per month The motion to instruct the atty to dismiss the case pending before the City Justice & against Williamson & Kellogg is lost. The Street Comtee make their report recommending the granting of the petition of Williamson & Kellogg for the right to occupy a portion of Spring Street. Adopted. Ordered that the Attorney be & he is hereby insturcted to submit an Ordinance to provide for the Imporvement of Front Street Cribbing according to Plans & Specifications heretofore submitted by the surveyor & now on file. and now the citizen Comtee on the Villard reception appears to ask the council to support a Comtee of their Body to be a part of the Executive [?][?] reception.
