361 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 11/83 Roll of the Improvement of Fourth Street under ordinance No 395 Thereupon after due examination said Roll being found to be correct in every particular, it is ordered that the said Roll be & the same is hereby approved. And now the Council proceeds to examine & equalize the assessment Roll for the Improvement of Pine Street under Ordinance No 431; thereupon after due examination said Roll being found to be correct in every particular; it is ordered that the said Roll be & the same is hereby approved. Ordered that the Clerk be & is hereby instructed to notify the contractors for the Improvement of 4th Street under Ordinance No 395 and their surities on their bond for the same; to proceed to complete their contract for such Improvement forthwith; or failing therein that the Council will complete the same at the expense of said Contractors & surities. 362 JOURNAL OF THE PROCEEDINGS OF THE Sept 18/83 to the Comittee on Licenses From L B Andrews asking for an equalization of valuation of property on Madison Street Assessment Roll. Referred to the Street Comtee. From Henry Westphal et al for the abatement of a nuisance on Pike Street between Front & West Streets. Referred to Health Comtee From Louis Rostein for permission to move Store Building. Referred to Street Comtee Communications Rec'd From J M Snow, Surveyor, recommending certain changes in the grade lines on Jackson St Extension. Referred to Street Committee Committees Reports Rec'd From Street Committee awarding the Contract for the Improvement of Jackson Street Under Ordinance No 442 to G N Alexander on his bid there for. Adopted From Street Committee awarding the Contract for the Improvemet of Battery Street under Ordinance No 441 to Wm Harkins on his bid there for. Adopted. From Street Committee awarding the Contract for the improvement of South 4th Street under Ordinance No 439 to Frahm & Simpson on their bid there for. Adopted From Fire Committee recommending that the Fire Warden is instructed to purchase 2 heaters for Steam Fire Engines & be instructed to repair the Water tanks conrers of Front & Cherry and 3d & Cherry to connect the same with water mains. Adopted From Gas Committee recommending the granting of the right to C S Roe to erect spars & stretch wires thereon for Electric light purposes. re-referred to Gas Comtee. Special Orders of the day And now the Council proceeds to the consideration and equalization of the Assessment Roll for the Improvement of Madison Street under Ordinance No 406, thereupon the Council after due consideration of the petition of P H Lewis with reference to said assessment, denies the same. Ordered that the said Assessmemt Roll be & the same is hereby referred to the surveyor with instruction to report hereon any corrections in

363 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 18/83 the desription of property therein necesslary & that the matter of further equalizing & Correcting said Roll be laid over until September 25, 1883 at 7&1/2 o'clock pm. And now the Council proceeds to consider the Ordinance for a Street Railway franchise submitted by the "Seattle Street Railway Co." After considering & amending the same until the hour of adjournment, the further consideration of said ordinance is laid over until September 25,1883. Ordered that the Ordinance submitted by J B Metcalf et al for a Street Railway Franchise be laid over until September 25, 1883 Miscellaneous Ordered that the Bond for the ontractors be fixed as follows to wit: On Jackson St Improvements under Ordinance No 442 $8000.00 On Battery St Improvements under Ordinance No 441 $4000.00 On South 4th St Improvements under Ordinance No 439 $1000.00 And now the Council proceeds to consider an Ordinance to establish certain grades in the City of Seattle', Thereupon after due consideration the same is adopted upon the following vote, To Wit: In favor of adoption Clancy, Day, Harris, McDonald, Ranke, Rasin & Wusthoff against Adoption none. Ordered that licenses be issued as follows: Janson & Marshall for Retail Liquors for 3 months from Sept 9, 1883 Janson & Marshall for 1 pool table for 3 months from Sept 9, 1883 Janson & Marshall for 1 pigeon hole table for 3 months from Sept 9, 1883 Ordered that the Councilstand now adjourned until Tuesday September 25,1885 at 7&1/2 o'clock pm Attest: E S Osborne clerk Approved U M Rasin acting mayor
