374 JOURNAL OF THE PRCOEEDINGS OF THE Oct 8/83 Be it remembered that on this the 8th day of October 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present, towit: His Honor the Mayor H.G. Struve and Councilmen B. F. Day, Charles McDonald, Otto Ranke and F.W. Wusthoff. Thereupon the following proceedings are had: Petitions Rec'd From Strong & Harkins for an allowance of 15 percent of all reserve funds claimed on Madison Street Improvement. Referred to Street Committee. From O. Jensen for the rights to occupy with a house a portion of Weller Street. Referred to Street Committee. From S. G. Simpson declining to build the Sidewalk on Washington Street under Ordinance No. 369. Referred to Street Committee. From Chas S. Roe for the right to erect poles and (shield?) wires for Electric Light purposes. Referred to Street Committee. Communications Rec'd From the City Attorney on the matter of the legality of the condemnation of property for Jackson Street Extension concluding that all proceedings heretofore had in the matter of such extension are void. Adopted and Attorney instructed to submit a proper ordinance. Committees Reports Rec'd From Street Committee rejecting the petition of G.A. Tyler to occupy the foot of Seneca Street. Adopted. From Street Committee recommending the granting of the petition of Seattle Lumber & Commercial Co et al for planking foot of Marion Street. Adopted and Street Commissioner instructed to perform the work. From Committee on Harbor and Wharves approving Harbor Masters Report. Adopted. From Street Committee approving J. C. Lipsky's report on Powder House. Adopted. Applications for Licenses Received Ordered that Licenses be ordered issued as follows, towit: T. M. [T?] for Retail liquors for 3 months from Oct 7, 83 [?]

375 COMMON COUNCIL OF THE CITY OF SEATTLE Oct. 8/83 Frank Peters for Retail liquors for 3 months from Oct 11, 1883 Claims Paid Road Fund John Wasser watching fire on Main St. $3. Gas Fund Seattle Gas Lights Co gas $271.45 Consideration of Ordinances And now the Council proceeds to consider an Ordinance entitled "An Ordinance authorizing the construction and maintenance of a Street railroad in the City of Seattle," thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke & Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "An Ordinance to amend Ordinance 410," thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke & Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "To regulate manner and form of making, approving and filing plats" thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke & Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "For the [?] of Ordinance No. 198," thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke & Wusthoff. Against adoption none. An Ordinance is submitted entitled "An Ordinance to amend Section Three(3) of Ordinance No. 246 entitled 'An Ordinance fixing the pay, fees and compensation of the City Officers of the City of Seattle'", thereupon after due consideration the same is approved upon the following vote, towit: In favor of adoption Day, McDonald, Ranke & Wusthoff. Against adoption none. An Ordinance is submitted entitled "An Ordinane to amend Section Five(5) of Ordinance No. 246 entitled 'An Ordinance fixing the pay, fees and compensation of the City Officers of the City of Seattle'", thereupon (?) is laid over until next meeting.

Oct 8/83 An Ordinance is submitted entitled "For the vacation of Wilfred Addition to the City of Seattle and for the vacation of the streets and alley therein," thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke and Wusthoff. Against adoption none.

An Ordinance is submitted entitled "A special ordinance appropriating money to pay audited bills," thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke and Wusthoff. Against adoption none.

The Attorney submits an ordinance to license Auctioneers, Hawkers and Peddlers. Referred to License Committee to report on blanks therein.

The Council proceeds to consider an ordinance entitled "An Ordinance to prevent the keeping of disorderly houses," thereupon after due consideration the same is adopted upon the following vote, towit: In favor of adoption Day, McDonald, Ranke and Wusthoff. Against adoption none.

The Attorney submits an Ordinance to provide for the compilation of City Ordinances. Referred to Judiciary Committee to report on blanks therein.

Miscallaneous Ordered that the Mayor be & is hereby requested to appoint a Committee to investigate the charges preferred by the "Seattle Daily Chronicle" against City Justice T.H. Cann, thereupon laid charges are referred to the Judiciary Committee.

Ordered that the Council stand now adjourned until Friday October 12, 1883 at 7 1/2 o'clock p.m.
