380 JOURNAL OF THE PROCEEDINGS OF THE Oct 15/83 Be it remembered that on this the 15th day of October 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following officers are present to wit: His Honor the Mayor H G Struve and councilmen Thomas Clancy, B F Day, George W Harris, Charles McDonald, U M Rasin, Otto Ranke, and F W Wusthoff. By reason of the insbility of His Honor the Mayor H G Struve to be present at the Council, Councliman U M Rasin is appointed Acting Mayor to serve during such absence. Thereupon the following proeedings are had: Petitions Rec'd From Peter W Wusthoff for changing the license of Kappler & Wusthoff Referred to Committee on Licenses. From David Kellogg et al for receiving grade Warrants in payment for grade taxes. Referred to Finance Committee From David Kellogg et al for changing grade elevations on Madison Street. Referred to Street Committee. From J M Selden et al for gas lamps on Second Street. Referred to Gas Committee Reports Rec'd From the Attorney on collections of grade allotments Pike St Improvements. Adopted From the surveyor submitting final Estimate of Work done on Pine Street #421. Referred to Street Comtee From Surveyor submitting elevations for Wharf levels. Referred to the Attorney with instructions to submit an Ordinance at next meeting to report otherwise as he is advised. Committee Reports Rec'd From Judiciary Committee on the Ordinance for compiling Ordinances of the City. Report adopted. From Street Committee recommending that S G Simpson be granted an extension of time in which to complete the Improvement of Main Street until November 15, 1883. Adopted From Street Committee approving Final Estimate on Pine Street Improvement. Adopted

381 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 15/83 Special Orders of the Day And now the Councilproceeds to consider the Assessment Roll for Madison Street Improvement, thereupon the Roll is referred to the Clerk with instructions to compare engrossed roll wiht the oridingal roll. Consideration of Ordinances And now the Council proceeds to consider an Ordinance entitled "To provide for the revision, compilation, and pronting of the Ordinances of the City of Seattle and laws relating thereto", thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption Clancy, Day, Harris, McDonald, Rasin, Ranke & Wusthoff. Against adoption none. And now the Attorney submits an Ordinance granting to Chas S Roe the right to erect poles and stretch wires for electric light Ordered that said Ordinance be re-referred to the Attorney with insturctions to submit a general Ordinance regulating the erection of poles and stretching of wire for electric light And now the Attorney submits an Ordianace entitles"To provide for grading a portion fo Columbia Street; thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption Clancy, Day, Harris, McDonald, Rasin, Ranke & Wusthoff. Against adoption none. An Ordinance is submitted entitles "A Special Ordinance appropriating money to pay audited bills", thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption Clancy, Day, Harris, McDonald, RasinRanke & Wusthoff. Against adoption none. Ordered that the Ordinance submitted by the Columbia & Puget Sound Railway Co. for a right of way along the waterfront be & is hereby referred to Street Committee. Ordered that the vote by which the Attorney was instructed to submit a general Ordinance regulating the erection of poles & stretching of wires for electric light purposes be & the same is hereby reconsidered. In favor of said order Clancy, Harris, Rasin, Ranke & Wusthoff. Against same Day, McDonald. And now Council proceeds to consider an Ordinance granting to Chas S Roe the right to erect poles and stretch wires for electric light purposes pending [?] the Ordinance is [?] [?]

382 JOURNAL OF THE PROCEEDINGS OF THE Oct 15/83 Ordered that the Mayor be & he is hereby requested to return without the same having been approved by him, the Ordinance adopted at the meeting of Oct 12, 1883 & entitled "An ordinance' to amend section Five (5) of Ordinance No 246 entitled "An Ordinance fixing the pay, fees, and compenstion of the City Officers of the City of Seattle". In favor of said order Harris, McDonald, Rasin, & Wusthoff. Against the same Clancy, Day,Ranke. Claims Paid Pine St Improvement #421 J M Snow Engineering $35. Strong & Harkins Contract Work Final Payment 818.47 Miscellaneous Ordered that with the consent of the Contractor, the Contract for the Construction of a sidewalk on Spring Street be & the same is hereby rescinded.
