399 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 22/83 Attest: E S Osborne clerk Approve H G Struve mayor Be it remembered that on this the 22nd day of November 1883 the CommonCouncil of the City of Seattle meets in its Council Chamber pursuant to the call of His Honor the Mayor H G Struve The following Officers are present to wit: His Honor the Mayor H G Struve and Councilmen Thomas Clancy, B F Day, Charles McDonald, Otto Ranke and F W Wusthoff. Thereupon the following proceedings are had. Petitions Rec'd From Wm Boswell for permission to build steps from Sidewalk to Building Corner South 3rd & Mill Sts. Referred to Street Committee From D Horton for removalof nuisance from Lot 7 Block 6 of Boren's plat. Referred to Committee onHealth & Police From E M Burnett et al for vacating alley in blocks 25 and 28 of Boren's plat. Referred to Street Committee From Fire Warden and Foremen No 1 for a 4 Wheel Hose Carriage. Referred to Fire Committee Communications Rec'd From Surveyor for changing grade elevation corners of Terrace & 4th and Mill and South 5th Streets. 401 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 22/83 Same is hereby laid on the table And now the Council proceeds to consider an Ordinance entitled "In relation to Auctioneers hawkers & Peddlers" After due consideration the same is adopted upon the following vote to wit: In favor of adoption Clancy, Day, McDonald, Ranke & Wusthoff. Against adoption none. Ordered that an Ordinance to amend Ordinance No 383 be & the same is hereby laid on the table 2 Ordinance are submitted each being entitled "A Special Ordinance appropriating money to pay audited bills" thereupon the same are adopted upon the following vote to wit: In favor of adoption Clancy, Day, McDonald, Ranke & Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "To regulate the bringing of suits or prosecutions by the City of Seattle", thereupon after due consideration the smae is adopted upon the following vote to wit: In favor of adoption Clancy, Day, McDonald, Ranke& Wusthoff. Against adoption none. The Attorney submits an Ordinance entitled "To amend Ordinance No 204 entitled In relation to Licenses" thereupon after due consideration the same is adopted upon the following vote to wit: In favor of adoption Clancy, Day, McDonald, Ranke & Wusthoff. Against adoption none. An Ordinance in relation to Fire Cisterns is referred to Committee on Fire & Water Supply. Miscellaneous Ordered that the rate of assessment in order to provide funds to pay for the Improvement of Jackson Street under Ordinance No 398 be and the same is hereby fixed at the sum of 139&2/10 mills on the Dollar. Ordered that the rate of assessment in order to provide funds to pay for the Improvement of South 3rd Street under Ordinance No 399 be and the same is hereby fixed at the sum of 102&2/10 mills on the Dollar. Ordered that the matter of making a final settlement of all outstanding an a/c of 2d,3d, & other streets Improvement be & is hereby referred to Finance Comtee Ordered that the matter if ascertaining the rights of the City touching Cellar Ways be and the same is hereby refered to the Attorney. Ordered that the Special Comtee for Columbia Street Engine House be that are hereby authorized to dispose of temporary Engine House on 2d Street.

402 JOURNAL OF THE PROCEEDINGS OF THE Nov 22/83 Ordered that the Special Comtee on Columbia Street Engine House be & they are hereby authorized to construct an Incline from said Engine House to the Street. Ordered that the opinion of the Attorney as to the power of Treasurer to borrow money from City Fund to redeem Warrants on Special Funds be & the same is referred to Finance Comtee. A report is received from the Attorney showing assessment collected case of City-v-Ford. Adopted Ordered that the Special Committee on Columbia Street Engine House be & they are hereby authorized to furnish the meeting room of said Engine House. Ordered that the Attorney be & is hereby instructed to submit an Ordinance regulating the speed of teams on the Jackson Street Bridge. Ordered that the Surveyor be & he is hereby instructed to revise the grade elevations on Commercial, Front and Mill Streets so as to conform to the elevation of the Yesler-Leary Sidewalk. And no the Mayor announces that he will be absent from the City for a few days. Ordered that Councilman Charles McDonald be & he is hereby appointed to the position of Acting Mayor to serve during such absence. Ordered that the Council stand now adjoured.
