436 JOURNAL OF THE PROCEEDINGS OF THE Mar. 7/84 Be it remembered that on this the 7th day of March 1884 the Common Council of the City of seattle meets in its Council Chamber pursuant to law. The following Officers are present, towiut: His Honor the Mayor, H. G. Struve and Councilmen Thomas Clancy, B. F. Day, Geo. W. Harris, Chas McDonald, B. L. Northrup, Otto Ranke, U. M. Rasin and F. W. Wusthoff. Thereupon the followng proceedings are had: Petitions Rec'd From David the Shiner for the right to erect a Boot Black Stand. Granted. From John Leary et al for grading Bell Street from Front to 5th. Referred to Street Committee. From F. Hochbrunn et al remonstrating against the proposed grading of Bell Street. Referred to Street Committee. From Seattle Lumber & Comcial Co. et al for planking foot of Marion Street. Referred to Street Committee. From Geo. F. Frye tendering Sewer to City. Referred to Comtee on Sewers. From Aug Schaeffer and F. Claus for transferring license money. Referred to License Committee. From Fred Voight for the completion of the grading of James Street. Referred to Street Committee. From G. N. Alexander proposing to grade intersection of Jackson & 12th streets for $95.00. Referred to Street Committee. Reports Rec'd From Street Commissioner. Snow Engineering 104.92 Miscellaneous Ordered that Comtee on Fire & Water be & they are hereby instructed to pile & cap on South side of Columbia & Washington Streets Inclines & to extend said inclines so that the same may be used for Fire purposes. Ordered that the Judiciary Comtee be & they are hereby instructed to examine & report by Ordinance or otherwise the power the City may possess to regulate & confine Chinese within fixed limits And now the Chief of Police files his written appointment of Chas Nollop as Special Police Officer. Approved the said Special Police officer to serve without charge to the City A Notice of protest is rec'd from Agnes Colman regarding grade taxes against certain of her property on 9th Street. Filed Bids Rec'd And now the Council proceeds to open & consider the bids rec'd for a Fire Cistern on Battery & 3rd Streets, which bids are as follows, towit:

Referred to the Fire Comtee And now the Council proceeds to open & consider the bids rec'd for the Mill Street Sewer, which bids are as follows, towit: Wm Harkins $2730 S. F. Simpson $2745 Ordered awarded to Wm Harkins upon his agreeing to make no charge for footings Wm Harkins appears in open Council & agrees to make no charge for footings.
