COMMON COUNCIL OF THE CITY OF SEATTLE

Apr. 4/84

Keenen, McDonald, + Northrup, against adoption Day, Harris, Ranke, Rasin + His Honor the Mayor, the said vote being a tie vote.

Ordered that the Council stand now adjourned until Friday April 11, 1884 at 7-1/2 o'clock P. M.

Be it remembered that on this the 11th day of April 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment.

The following Officers are present, towit: His Honor the Mayor H. G. Struve and Councilmen Thos. Clancy, B. F. Day, Geo. W. Harris, John Keenen, B. L. Northrup, Otto Ranke, U. M. Rasin + F. W. Wusthoff.

Thereupon the following proceedings are had:

Petitions Rec'd

From John Spencer for removing obstructions from against fence. Referred to Com tee on Sewers.

From Robt. Russell et al for permission to grade James Street from alley East of 3rd Street to 5th Street. Referred to Street Com tee.

From Mrs. P. W. Searcy for boarding prisoners. Referred to Com tee Health + Police.

From W. H. Shoudy et al for reconsidering the approval of the plat of Water Front add'l, Supplemental to Dennys North Seattle.

Ordered that the vote by which said plat was approved be + is hereby reconsidered.

Ordered that a Com tee consisting of Councilmen Harris, Wusthoff + Clancy be + are appointed to consider the said plat of Dennys Water Front addition + report thereon next Friday evening.

From M. [Keezer?] et al [?] against the proposed grading of [Front?] Street. Referred to [Street?] Com tee.

454 JOURNAL OF THE PROCEEDINGS OF THE Apr. 17/84 From Geo. Kinnear et al for permission to grade Temperance Street from Depot Street to Bluff Street. Referred to Street Comtee. From Geo. Kinnear submitting plat, of "G. Kinnear addition to the City of Seattle." Referred to Surveyor for report at next meeting. From Koff & Henerish et al to improve Beach Road. Referred to Street Comtee. Ordered that the Surveyor be & is hereby instructed to survey all proposed plats of additions to the City before the approval thereof at the expense of the owner of the land. Committees Reports From Comtee on Public Buildings, Property and Grounds rejecting the petition of Thos. L. Quinn to erect fruit stand foot of Columbia Street. Adopted. From Comtee on Health& Police recommending that all City Prisoners be turned over to James Bogart he to work them & to receive $2.50 per day for every day the prisoners are worked & 25 cents per meal for boarding each of said prisoners. Adopted. From Fire Comtee recommending the granting of the petition of Chas. Baker et al for recognition as a Fire Co. & recommending that said Co. be furnished a suitable Engine, Hose, Hose Cart & necessary appliances & building. Adopted. From Finance Comtee approving Treasurers Reports for March. Adopted. From Street Comtee recommending that the Surveyor be instructed to report the facts in matter of the application of Wm. Hawkins for an allowance for excavation on 4th Street. Adopted. From License Comtee rejecting the application of T. B. Timony for a Retail liquor license. Re-referred. Applications for Licenses Ordered that licenses be issued as follows, towit: Parker & Ware for Retail liquors for 3 months from Apr. 5 Jenson & Marshall for Retail liquors for 3 months from Mar. 19 John Stifter for Grocery for 3 months from Apr. 1 James Budd for retail for 3 months from Mar.13 H. Wharton for retail for 3 months from Apr.3

Against adoption none. An Ordinance is submitted entitled "To provide for building a Sewer in Washington Street;" After due consideration said Ordinance is adopted upon the following vote, towit: in favor of adoption Clancy, Day, Harris, Keenen, Northrup, Ranke, Rasin & Wusthoff. Against adoption none. An ordinance is submitted entitled "In relation to Street Improvements;" After due consideration said Ordinance is adopted upon the following Vote, towit: in favor of adoption Clancy, Day, Harris, Keenen, Northrup, Ranke, Rasin & Wusthoff.Against adoption none. Miscellaneous A report is received form the City Attorney of the powers of the City to prevent the leasing of property to Chinese. Adopted. Ordered that the matter of examining the Beach Road be & is hereby referred to Councilmen Clancy, Harris & Keenen. Ordered that the Attorney be & is hereby instructed to submit an Ordinance providing for a stone iron Sewer in Battery Street from the Bay to the North School House; also for a stone-iron sewer in Madison Street to extend from present Sewer to 5th Street. Ordered that the matter of an Engine House & Police Station for Lake Union District be & is hereby referred to the Comtee on Public Buildings, Property & Grounds. Ordered that the Surveyor be & is hereby instructed to locate the alley through Blocks 105, 106, & 107 D. T. Dennys plat. Ordered that the specifications for a Sewer in Washington Street submitted by the Surveyor be & are hereby approved. Ordered that the Specifications for Sewers in Mill & James Streets submitted by the Surveyor be & are hereby approved.
