614 JOURNAL OF THE PROCEEDINGS OF THE Apr 3/85 Be it remembered that on this the 3rd day of April 1885 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following officers are present, to wit: His Honor the Mayor John Leary & Councilmen W A Harrington, Alfred Snyder, E F Sox, H L Yesler, W G Latimer & W V Rinehart. Thereupon the following proceedings are had: Petitions and Communications Rec'd Mercer St Opening From D T Denny et al for opening Mercer Street between Temperance and Farm Streets. Referred to Street Comtee Jones & Hubbell for barn in Spring St From Jones & Hubbell for erecting building near foot of Spring Street Referred to Street Comtee Gas Contract From Gas Company protesting against the violation by the City of the Contract to supply gas. Referred to Gas Comtee Lots 2,3,&4 Blk 18 Maynard draining of From G W Young et al for draining lots 2,3,& 4 Block 18 of Maynards Plat. Referred to Sewer Comtee Watering Sts From John Hildebrand for the right to use Hydrants corner Spring & Front Streets for watering streets. Upon the statement of His Honor the Mayor that said Hildebrand had made arrangements with the Spring Hill Water Co for the water said petition is granted. H & L truck From Board of Fire Delegates for a Hook & Ladder Truck. Referred to Fire Comtee Notice of Garnishment Writs of Extension & Notices of Garnishment are served upon the City in the following cases. W W Evans-v-Cummings & Strong; W W Evans-v-J J Cummings & Notice of Garnishment in the Case of Harrington Smith-vCummings & Co Fourth St Sewer From McNaught & Crane for a sewer in Fourth Street from Spring Street to Madison Street Referred to Sewer Comtee Mre Ledger to peddle From Mrs C E Jenner et al for granting to Mrs Ledger permission to sell from house to house articles of herown manufacture without a license. Granted Injured by Oriental Fire matter From Providence Hospital regarding the condition of persons injured at Oriental Fire together with claims for care of same. 615 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 3/85 From City Justice ordered filed From Chief of Police ordered filed Public Benefit Plat & Masonic Cem plat From Surveyor approving plats of Masonic Cemetary and Public Benefit Supplemental Addition. Report adopted Rollin St Extension From Surveyor on the Rollin Street Extension submitting map Ordered that the map be & is hereby referred to the Attorney with instructions to submit an Ordinance condemning the property on the line of the proposed street including the fractional lots at the intersections with Stewart, Lenora, Blanchard and Depot Streets. From the attorney on pending litigation. Ordered filed Spring St obstructions in Ordered that the Chairman of the Street Comtee be & is hereby instructed to remove certain obstructions from Spring St between Front and Second Streets. Foss slaughter House nuisance Evan slaughter house nuisance Ordered that the Health Officer be & is hereby instructed toproceed forth with according to law to abate the slaughter house nuisances maintained by L W Foss or his sucessor and W W Evans From Treasurer in condition of Funds Referred to Finance Comtee Hose to be Sold From Chief of Fire Dept making recommendation Ordered that the 250 feet of condemned hose be disposed of to the highest bidder by the Chief of the Fire Dept. Ordered that the balance of the Report be referred to Councilman Northrup From Jailor showing prisoners in confinement ordered filed Liquor Ord From Judiciary Comtee recommending the adoptionof anordinance to amend Sec 7 of Ord 637. Report adopted Constitution of Fire Dept From Fire Comtee recommending the printing of 100 copies of the constitution of theBoard of Fire Delegates. Licenses Ordered Issued Ordered that licenses be issued as follows to wit: L V Schnyder for retail intoxicating liquors for 3 months from April 4, 1885 John McCary for retail intoxicating liquors for 3 months from April 15, 1885 The A P Hotaling Co for wholesale intoxicating liquors for 6 months from April 16, 1885

Power & Meyers refused a license Ordered that the application of Powers & Meyers for a Retail liquor license to sell intoxicating liquors be rejected because the bond therefor is not in conformity to the provisions of Ordinance No 637. In favor of rejecting said application Rinehart, Snyder, Sox & Latimer. Agains rejecting the same Harrington & Yesler James Swain refused a license Ordered that the application of James A Swain for a Retail liquor license to sell malt liquors be rejected for the reason that the place where said license is to be used is a locality in which the sale or disposal of intoxicating or malt liquors shoudl not be allowed.In favor of rejecting said application Harrington, Rinehart, Snyder, Sox, Yesler & Latimer Against the same none. John Farnham refused license Ordered that the application of John Farnham for a retail license to sell malt liquors be rejected for the reason that the place where said license is to be used is a locality in which the sale of disposal of intoxicating or malt liquors should not be allowed. In favor ot rejecting said applictaionRinehart, Snyder, Sox, & Latimer Against rejecting the same Harrington & Yesler Shaw & Alger refused license Ordered that the application of Shaw & Alger for a Retail license to sell intoxicating liquors be rejected because the bond therefore is not in conformity to the provision of Ordinance No 637. In favor of rejecting said application Rinehart, Snyder,Sox, Yesler & Latimer. Against rejecting the same Harrington
