753 COMMONCOUNCILOF THECITYOF SEATTLE Mar 5 1886 Be it remembered that on this the fifth day of March A D 1886, the Common Council of theCity of Seattle meets in its Council Chamber pursuant to law; the following officers being present to wit: His Honor the Mayor Henry L Yesler and Councilmen R H Calligan, J W Hall, J Furth W A Harrington, T W Lake, Chas McDonald, J J Post and G W Young. When the following proceedings were had to wit: Petitions and Remonstrances Petitionof Geo W Crane prayingfor the refunding of the purchase money at tax sale of certain property doubly assessed in 1882 as follows North 1/2 of Lot 6 in Block 4 McNaughts Addition 1.87 North 1/2 of Lot 5 in Block 6 Judkins Addition 4.50 North 1/2 of Lot 6 in Block 6 Judkins Addition 4.00 North 1/2 of Lot 6 in Block 7 Judkins Addition 3.00 being a total of 13.37 together withinterest at 10% per annum form April 2d 1883 read and referred to Judiciary committee Petition of J G Nolop et al praying that bridge on Lake at near Lake Union be repaired. Read and referred to Street Committee Petitionof R L Graves et al for a fireplug at corner of Eighth and Pike Streets, read and referred to Ifre & Water Committee Remonstrance of Fred Crede against the openinig of Howard and Elaine Streets, read and referred to Fianance Committee Communication from James McNaught referred to the claim of the Turnverein read and referred to Finance Committe

Petition of George Williams for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read and on motion granted. Petition of R McGilvery for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read and on motion granted. Petition of Wing Lee for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read. moved by Councilman Furth that the petition be granted, which motion is lost by the following vote; in favor of said motion Councilmen Furth, Harrington and Post against said motion, Councilmen Calligan, Hall, Lake, McDonald and Young. Petition of Gee Lee for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read. moved by Councilman Furth that the petition be granted, which motion is lost by the following vote; in favor of said motion Councilmen Furth, Harrington and Post against said motion, Councilmen Calligan, Hall, Lake, McDonald and Young. Petition of U Lee for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read and onmotionlaid over until next meeting.

755 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 5 1886 Petition of Wah Lee for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read. moved by Councilman Calligan that the petition be not granted, which motion is adopted by the following vote; in favor thereof Councilmen Calligan, Hall, Lake, McDonald and Young. Against Councilmen Furth, Harrington and Post Petition of Wan Lee for permission to conduct a public laundry, with proper certificates from the Chief of the Fire Dept and from Health Officer attached, is read and on motion laid over until next meeting. Petition of Louis Widen for permission to conduct the Wisconsin Laundry without complying with Ordinance No 710 read and on motion of Councilman Hall is not granted and it is further ordered that the siad Wisconsin Laundry must comply with the ordinance in every respect before permission to conduct said laundry will be granted. Petition of Wm Murphy praying that the council reconsider their action requesting his resignation as Police Officer, is read and on motion ov CouncilmanMcDonald is laid on the table. Petition of W H Pinckney, James Welch amd James Burke praying that they be reinstated on the Police force until charges shall have been preferred against them and that they be permitted to defend themselves against such cahrges read and on motion of councilman Furth is laid on the table. Petition of Z C Miles for permission to repair wooden building is read and on motion refered to the Committee on Fire and Water woth power to act. their actioni requesting his resignation as Police Officer, is read and on motion ov CouncilmanMcDonald is laid on the table.

756 Mar 5 1886 Petition of O J Carr et al for the construction of a drain on Blanchard St read and referred to Committee on Sewers Petition fo Frank Griffin et al for permission to allow cows to run at large between Jackson & Dearborn Sts is read and on motion granted. Petitionof F E Sander for the payment of the road Fund of outstanding warrants on 5th St Improvement Fund is read and referred to Finance Committee Communication from Inspector of Police Alden certifying the appointment of D W Kennedy and L B Youngs as members of the police force subject to the approval of the Mayor and Common Council are read and on motion the appointments are approved. The following reports are received: From City Jailor, City Justice G A Hill and Justice G G Lyon referred to Judiciary Commitee From Wm Murphy as acting Chief of Police giving names and time served of special policemen appointed by him read and referred to the finance committee From Dr J S M Smart Health Officer read and referred to Committee on Sewers From Street Commissioner forteh monthfoFeb read and referred to Street Committee From Custodian of Powder Magazine read and placed on file From R H Thomson City Surveyor on Union St sewer accompanied by final estimate on said sewer read and on motion adopted

757 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 5 1886 From G Kellogg chief of Fire Department for quarter ending Feb 20th read and referred to Committee of Fire & Water Committee Reports received From the Committee on right of way of Beach Road reporting progess, read and on motion laid on the table On motion it is ordered that no work be done on Beach Road until right of way is secured. From the Committee on Sewers and Drainage reommending that the petition of G G Lyon et al for sewer along Block 14 of Boren's Addition be laid on the table on motion report is adopted From the Finance committee on the petition of 1st National Bank recommending that the Clerk be directed to receive the warrants on Seneca St Improvements fund Ord #401 held by said bank and issue warrants on the road fund for them, read and on motion adopted The Clerk reported that the tax roll for 1885 had been filed in his office by the City Treasurer on motion of Councilman Calligan the Clerk is ordered to issue warrant to the Treasurer for the collectionof delinquent taxes. the following applications for liquor licenses are received and referred to Committee on licenses viz: Oliver Bernard, M D Booth, A Lunn, Davidson and Morgan, E C Slorah, M McDonald, Margaret Harmon V Schmid, J W Smith, Benj Murphy, [John Brannan]] S Baxter and M K Gottstein Liquor licenses are ordered issued to the following Gumbert & Dickman retail intoxicating 3 mos from March 1st A F Hill retail intoxicating 3 mos from March 3rd J P Tighe retail intoxicating 3 mos from March 16th Henry Aurenheimer retail intoxicating 3 mos from Feb 18th Ernst Romey retail Malt 3 mos from Feb 22d
