762 JOURNAL OF THE PROCEEDINGS OF THE Mar 11 1886 Be it remembered that on this the eleventh day of March A D 1886 the Common Council of the City of Seattle meets in the Council chamber pursuant to adjournment the following officers being present to wit: His Honor the Mayor H L Yesler and Councilmen R H Calligan, J Furth, G W Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G WYoung against none Minutes of previous meeting are read and approved Petitions Petitions of J G Kenyon et al praying for the removal of obstructions and opening of wharf at foot of Madison Street read and referred to Committee on Harbor & Wharves Petition of G J Armstrong for permission to conduct a laundry with certificate from Chief of Fire Dept only, is read and referred to Committee on Sewers. Petition of F H Osgood praying that Sec 1 of Ordinance No 611 and Sec 5 of Ordinance No 569 be amended and submitting an ordinance to that effect is read and laid on the table. Petition of F D DeWolf praying that the alley in Block X of Bell's 4th Addition be vacated is read and on otion the petition is granted Report of Dr J S M Smart Health Officer calling attention to certiain bodies fo stagnant water as dangerous to the public health read and referred to committee on Sewers. Report of Fire and Water Committee on matter ofFire patrol recommending that the men be allowed pay at the rate of $2.50 per day read and on motion adopted.

763 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 11 1886 Report of Fire and Water Committee on petition of R C Graves et al for fire plug at corner of 8th & Pike Streets recommending that the City take no action until Spring Hill Water Co. mains are laid to that point. adopted Jusiciary Committee return the reports of City Justice Hill Justice Lyon & City Jailor, with their approval on motion the reports are ordered placed on file. Street Committee return report of St Commissioner with theirapproval ordered placed of file. 766 JOURNAL OF THE PROCEEDINGS OF THE Mar 11 1886 Petition of F H Osgood is now taken from the table and the ordinance submitted is read by the city attorney. Moved by Councilman Calligan that the matter be refered to the Committee of the whole to examine the proposed changes; lost Councilman Hall moves the adoption of the ordinance which is entitled "An ordinance to amend sections one and five of Ordinance #473, carried by the folowing vote: in favor of the adoption thereof Councilmen R H Calligan, J Furth, Geo Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G W Young against none On motion the Treasurer is authorized to return assessment roll of Seneca St improvement Ord #401 and Clerk authorized to credit Treasurer with amount of tax assessed to Territorial University On motion all matters realting to the police force of the City are laid over until next meeting Clerk submits an Ordinance entitled "A special ordinance appropriating moeny to pay audited bills" which is adopted by the following vote: in favor thereof Councilmen R H Calligan, J Furth, Geo Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G W Young Ordered that the council do now adjourn attest W R Forrest clerk by E Shepard deputy H L Yesler mayor
