767 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 19 1886 Be it remembered that on this the nineteenth day of March A D 1886 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following officers being present to wit: Mayor H L Yesler and Councilmen R H Calligan, G W Hall, J Furth, W A Harrington, T W Lake Chas McDonald and J J Post Thereupon the following proceedings are had Reports Record of the proceedings of the previous meeting are read and approved Petition etc Received From A Esmonin for reimbursement in the sum of $4000. for loss sustained in destruction of building Front St by fire on May 21st 1885, referred to City Attorney From Louis Widen for permission to conduct laundry, with proper certificates from Health Officer and Chief of Fire Dept attached, on motion the petition is granted From T J Howard for permissiontoconduct a luandry with proper certifiates attached on motion the petition is granted From G K Beede for an allowance on a/c liquor license for time his saloon was closed by martial law on motion the petitionis laid onthetable. From James Murphy for reimbursement bythe City in the sum of $141.00 for money paid out in cause of wound received while acting as police officer referred to Judiciary Committee

768 JOURNAL OF THE PROCEEDING OF THE Mar 19 1886 From C Giullos for permission to conduct a laundry with proper certificate attached, on motion the petition is granted From T B Elder et al for reduction of police force laid on the table From D T Denny et al protesting against any reduction of the police force, laid on the table Communication from Seattle Street Railway Co accepting the provisions of Ordinance #722 is read and ordered placed on file. Petition from H G Struve et al for construction of branch sewer from corner of 3d and Pine Sts to connect with Union St sewer referred to committee on sewers Reports received From Inspector of Police reporting the suspension from the police force of J Normile for drunkeness and G W Hapgood for insubordination and the resignation of C M Anderson and Wm Morse on motion the action of the Inspector is approved. From City Treasurer showing condition of various funds for Feb. Referred to Committee on Finance From City Surveyor reporting the completion of man hole in Union St sewer at Sixth St and recommending that the contractor be authorized to extend said sewer 60 feet on motion the report adopted From Clerk reporting that an order in favor of J H Lewis signed by J Normile for his salary as

769 COMMON COUNCIL OF THE CITY OF SEATTLE policeman was filed Mch 16 and that on Mch 17 a notice of garnishment was served on him in suit of S Kenny vs J Normile, on motion the matter is referred to the City Attorney with power to act. Committee Reports received. From Fire and Water Committee on the matter of a cistern at Lake Union recommending that a cistern be built not to exceed 10 ft x 10 ft in size on motion the reprot is received and placed on file and the Clerk is authorized and directed to advertise for bids for the construction of said cistern. From Finance Committee on petition of T W Sauder for payment out of road fund of outstanding warrants. on 5th street fund and issue warrants on the road fund in lieu thereof on motin that report and recommendation is adopted and Clerk authorized to proceed in accordance therewith. From Sewer Committee recommending that the owners of Blocks 9 and 10 of Maynards plat be required to cause said block to be drained adopted. From sewer Committee on petition of G H Armstrong for permission to conduct a laundry recommending that the petition be granted and the petitioner be allowed a reasonable time in which to comply with the provisions of ordianace No 710 on motion the report is adopted and the petitioner given fifteen days to comply with said ordinance.
