1 COMMON COUNCIL OF THE CITY OF SEATTLE May 7 1886 Be it remembered that on this the 7th day of May 1886 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The Following officers are present to wit: His Honor the Mayor H L Yesler, councilmen R H Calligan, J Furth, G W Hall, W A Harrington, T W Lake, Chas McDonald, J J Post and G W Young Thereupon the following proceedings are had: The record of the proceedings of the preceeding regular adjourned and special meetings are read and approved The following petitions and Communication are received From Mrs J Finnegan for permissions to conduct a public laundry, on motion the petition is granted. From Mrs Snyder & Mrs Winscott for permission to conduct a public laundry on motion the petition is granted From James Murphy for reonsideration of action in denying his petition for reimbursement for injury received while acting as Special Police officer on motion the petition is referred to the Finance Committee U M Rasin now appears for petitioner and requests have to withdraw the petition. A motion is made to allow to petition to be withdrawn pending which Councilman Furth rises to a point of order that the petition having been referred to a committee cannot not be withdrawn the point of order is sustained From J W Jones for permission to peddle articles of his own manufacture without a license referred to License Committee From A Walters & Co for rebate on liquor license referred to License Committee From Amos Hurst et al for opening of and sidewalk on 3rd Street from Battery toDepot referred to Street Committee

2 JOURNAL OF THE PROCEEDINGS OF THE May 7 1886 From W M Jones printing his resignation as police officer, On motion the resignation is accepted From Press Publishing Co in regard to city printing referred to Judiciary Committee From secretary of the Fire Department notifying the Council of the result of an election in the said department for Chief filed May 3rd 1886 as follows: Gardner Kellogg received 131 votes and J F Mc Donald received 109 votes and that the Board of Delegates of the Seattle Fire Department at a meeting held May 6th 1886 had declared said Gardner Kellogg elected Chief of said Department On motion of Councilman Calligan Gardner Kellogg is appointed Chief of the Seattle Fire Department for the term commencing June 7th 1886 From E F Lange for removal of Water Tanks at Corner of 6th & Jefferson Streets refered to Fire & Water Committee and City Attorney From D T Denny that plat of East Park Addition be approved and submitting said plat for inspection Council takes a recess of five minnutes to examine said plat on being called to order. The said plat is on motion approved. The following reports of Cit Officers are received: From Justice G S Hill referred to Judiciary Committee From Justice G G Lyon referred to Judiciary Committee From City Jailor J Bogart referred to Judiciary Committee From Street Commissioner referred to Street Committee From Health Officer referred to Sewer Committee From Chief of Police referred to Police Committee From City Attorney received and ordered placed on file From Treasurer referred to Fianance Committee

3 COMMON COUNCIL OF THE CITY OF SEATTLE May 7 1886 From Custodian of Powder House received and ordered placed on file From Park Commissioners approved the following reports of Committees are received: From License Committee on petitionof Mauer and Steinle et al for allowance for time closed by martial law recommending that the petition be not granted; adopted From License Committee on petition of W C T U that Mrs F H Leger be permitted to peddle articles of her own manufacture without license, recommending that the petition be granted; adopted From Finance Committee returning report of City Surveyor of closing measurement of Union Street sewer, with the approval and recommending that the Contractor S Simpson be allowed the sum of $154.90 on motion the report is approved and warrant ordered drawn in accordance therewith From Finance Committee on petition of M Hays for refund of taxes paid by mistake recommending that the petition be granted and the petitioner be allowed the sum of $5.27 on motionthereport is adopted and warrants ordered drawn in accordance therewith. From License Commitee on petition of Wolters & Co for rebate on liquor license, recommending that the petition be not allowed, on motion the report is adopted The following petition for liquor licenses are read and refered to the License Committee: M J McDonough, O N Moore, E Romey, F P Herman, A Wolters, Wolters & Co, J T Lester, E C Huntley, B King, A SLorah, W Waugh, W F Allen, John Feigh, Thos Anderson, L Dillon, A & J Hemrich Margaret Harmon
