85 COMMON COUNCIL OF THE CITY OF SEATTLE Sep 17 1886 Be it remembered that on this 17th day of September 1886 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The Following officers are present viz: MayorW H Shoudy and Councilmen J M Frink, J Furth, Jas Green, T D Hinckley, T W Lake & C F Reitze Thereupon the following proceedings are had: Petitions Communications Etc Read Petition of the Pacific Postal Telegraph Cable Co for permission to erect a telegaph poles and stretch wires thereon within the city limits. Granted on the condition that the poles be erected under the supervision of the Street Commissioner Petitionof Eben Smith et al for street Lights along Madison Street as far East as James St referred to Street Light Committee Petition of Roger S Green et al for Street Lights along James Street from 5th Street to 10th Street Granted. Petition of A C Anderson for permission for the opening of 13th Street from Madison Street to Union Street Referred to Street Commission with Authority to open said street, if upon examination they deem it proper. Reports Read From Health Officer Dr E L Smith recommending that the cesspool under the buildings at the North East Corner of Commercial and Washington Streets Sep 17 1886

86 JOURNAL OF THE PROCEEDINGS OF THE Sep 17 1886 be filled in to a level two feet above the level of the Washington Street sewer and that the occupants of the buildings over said cesspool be required to connect their drainage pipes with said sewer instead of permitting them to discharge under the buildings into said pool. referred to Committee on Sewers & Drainage Report of City Attorney read and ordered filed Committee Reports Received From Street Committee on petition of P G Beizamane for permission to erect an oyster stall foot of Marion Street, recommending that the same be not granted. adopted From Same Committee asking further time to report on the petition of the Seattle Gas & Electric Light Co Granted From Special Committee consisting of T D Hinckley, C F Reitze and R Russell appointed to examine and report upon the petition of F Lange for the removal of tank in Jefferson Street, recommending that the same be granted and the proper officers directed to remove the same. Laid on the table next meeting From Street Light Committee recommending that the petition of Eben Smith et al for street lights on Madison Street be granted in so far as to extend the same to Eleventh Street adopted From Special Committee on Grant Street Plank Road asking further time to report Granted.

88 JOURNAL OF THE PROCEEDIGNS OF THE Sep 17 1886 Miscellaneous On motion of Councilman Lake the chief of Police is directed to notify property owners on line of Front Street condemned sidewalk to immediately build a new sidewalk. On motion of Councilman Furth the City Attorney is directed to prepare and submit an ordinance granting the Pacific Postal Telegraph Cable Co the right to erect poles and stretch wires within the City limits. On motion of Councilman Furth the sum of One Hundred and ninety dalloars is ordered tranferred from the City Fund to the Cememtary Fund, and the City Attorney is ordered to draw and submit to the Councilat the next regular meeting Ordinance authorizing such transfer. On motion of Councilman Lake it is ordered that one 32 Caldlepower electric light be placed in the city Stable Ordinances An ordinance is submitted by the City Clerk entitled "A special ordinance appropriating money to pay audited Bills" which after due consideration is passed by the following vote: In favot of same Furth, Frink, Green, Hinckley, Lake and Reitze against none.
