96 JOURNAL OF THE PROCEEDINGS OF THE Oct 1 1886 An Ordinance is submitted by the Clerk entitled "A Special Ordinance appropriating money to pay audited Bills" which is passed by the following vote: In favor of the same C W Coulter, J Furth, J M Frink, Jos Green, T D Hinckley, T W Lake, C F Reitze and R Russell against none. Ordered that the Council do now adjourn until Tuesday October 5th at 7 o'clock PM W H Shoudy mayor Attest W R Forrest, clerk Oct5 1886 Be it remembered that on this 5th day of October 1886 the Common Council of the City of Seattle meets in its Council Chmber pursuant to adjounrment. present Mayor W H Shoudy and Councilmen C W Coulter, J Furth, Jos Green, T W Lake, C F Reitze and R Russell The following proceedings are had to wit: The Committee on Helath and Police present written charges against Police officer Wm Morris and report that they find from the evidence presented to the that the said Morris has been guilty of conduct unbecoming an officer and recommend his dismissal from the force, from date of his suspension is adopted by the following vote: In favor of the same C W Coulter, J Furth, Jos Green, T W Lake, C F Reitze and R Russell against none Councilman Furth nominates A W Manning for the office of Policeman to fill the vacancy caused by the removal of officer Wm Morris, there being no

97 COMMON COUNCIL OF THECITY OF SEATTLE Oct 5 1886 other nomination on motion the Clerk is instructed to cast the ballot of the Council for said A H Manning which being done, the said Manning declared duly elected a police officer of the City of Seattle Petitions etc Petition of I N Bigelow et al for a plank crossing onPine Street West side of 3rd Street Refrred to Street Commitee Petition of I N Bigelow et al for a Street Light corner of 3d and Pine Street Referred to Street Light Commitee Committee Reports Received FromCommittee on Street Lights to whom was referred the petitionfo O J Carr et al praying the Council to order 32 candle power lamps placed on all street lamps and also on all extensions ordered during the year reproting that after careful consideration they find that upon the faithful performance of the obligation of the Seattle Electric Light Co in the City is sufficient for any and all purpose and therefore recommend that the petition be not granted. On motion of Councilman Lake the report of the Committee is adopted by a unanimous vote.
