119 COMMON COUNCIL OF THE CITY OF SEATTLE 1886 An Ordinance is submitted by the City Attorney entitled "An Ordinance extending High Street in G Kinnears Addition to the City of Seattle" which is passed by the following vote, viz: In favor of the same Coulter, Furth, Frink, Green, Hinckley, Russell and Reitze Against none. An Ordinance is submitted by the City Attorney entitled "An Ordinancevacating portions of Allee Street and Bluff Streets in G Kinnears Addition to the City of Seattle" which is passed by the following vote, viz: In favor of the same Coulter, Furth, Frink, Green, Hinckley, Russell and Reitze Against none. An Ordinance is submitted by the Clerk entitled "A Special Ordinance appropriating money to pay audited bills" which is passed by the following vote, viz: In favor of the same Coulter, Furth, Frink, Green, Hinckley, Russell and Reitze Against none. Ordered that the Council do now adjourn W H Shoudy mayor Attest W R Forrest clerk Dec 3 1886 Be it remembered that on this 3rd day of December 1886 the Commn Council of the City of Seattle meeting in its Council chamber pursuant to law. The following Officers are present towit: His Honor the Mayor W H Shoudy and Councilmen J Furth, J M Frink, Joseph Green, T D Hinckley, R Russell and C F Reitze. Petitions etc Rec'd Petition of J S Houghton et al for street lights Corner Pine and 9th and 10th Streets Referred to Committee on Street Lights. Petition of Thomas Radcliff for the return of $20.00 on acct of license refused by the Council.. Granted & Clerk directed to draw a warrant on the City Fund in favor of said petitioner. Petition of Lyman Wood et al for the establishing of a Free Public Library by the City. Referred to Com on Public Buildings & Grounds. Petition of Thomas T Minor et al to open a street south from Jackson Street to the City limits. Referred to Street Committee. Reports of City Officers rec'd Report of the City Atty for the month of November read and approved and ordered filed. Report of Justice Geo G Lyon for the months of October & November. Referred to Finance Com. Report of G A Hill for the month of November Referred to Finance Com. Report of the Chief f Police for monthofNovember read, approved and ordered filed. Report of Street Commissioner for the month of November is referred to the Street Committee and returned approved.

121 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 3 1886 Report of City Jailor for the month of November referred to the Finance Committee Report of the City Treasurer for month of November is read and referred to the Finance Committee. Committee Reports Received From Committee on License and Revenue recommending that the petition of J W Jones for permission to peddle articles of his own manufacture without a license be granted and recommending that the Hawkers license Ordinance be so amended as to permit persons to sell goods manufactured by themselves within the City Limits without obtaining a license therefore. Report adopted & City Atty directed to draw and submit the necessary ordinance. From Street Light Com. on petition of J W Van Brocklin et al for street lights Corner of 5th & Terrace & Sixth & Terrace Streets recommending that the same be granted. Adopted. From Same Com. on petition ofJones & Hubbell et al for Street Lights in the Railroad Alley from Columbia to Madison Street recommending that the same be granted. Adopted From same Com. rejecting the petition of Jas E Houghton fpr Street Lights onPine & 9th & 10th streets.
