152 JOURNAL OF THE PROCEEDINGS OF THE Feb 4 1887 The City Surveyor submits the plans and specifications for a sidewalk along the west side of Front Street from the Cracker Factory to the North side of Union Street and the same being submitted to the Street Committee, are approved and ordered filed. On motion of Councilman Furth ordered that the Street Commissioner is instructed to plank a portion of Mercer Street between Dexter Street and Box Street and Councilman Hinckley is appointed a committee of one to designate the portion to be planked. The Clerk submits an ordinance entitled "A Special Ordinance appropriating money to pay audited bills", which is passed by the following vote viz: Ayes Furth, Frink, Green, Hinckley, Russell & Reitze noes none. Ordered that Council do now adjourn W H Shoudy mayor Attest W R Forrest clerk Feb 18 1887 Be it remembered that on this 18th day of February A D 1887 the Common Council of the City of Seeattle meets in its Council Chamber pursuant to law: The following officers are present viz: His Honor the MAyor W H Shoudy and Councilmen Furth, Frink, Green, Hinckley, Russell and Reitze. 153 COMMON COUNCIL OF THE CITY OF SEATTLE Feb 18 1887 Referred to Finance Committee Petition of James Webb et al to open Fifth Street from vine Street to Depot Street and Cedar Street from Front Street to Depot Street and for a temporary sidewalk on the north side of Cedar Street. Granted so are as the petition refers to the opening of said Streets. Petition of Fred Wilhelm et al to have earth removed from the sidewalk on James Street and use the same to fill in the hallow on Sixth Street between James & Cherry Streets Referred to Street Committee. Petiionof Puget Sound Ice Company et al to extend Spring Hill Water main to North east corner of Front & Seneca Streets and place a fire plug on said Corner. Referred to Fire & Water Committee and returned with a favorable report from said Committee and on motion the report is adopted and the petition granted. Petition of J W Hall to have refunded to him certain money paid for vehicle license. Referrd to Com on Revenue & Licenses. Petition of Fred Wilhelm et al for Street Lights Corner Cherry & Fifth Streets and Cherry & Seventh Sts. Granted. Petition of Emma Russell to make certain improvement on frame building on Lot 8 Block 15 D A Maynards Plat Granted. Communication from Board of Fire Delegates in regard to Fire Department Referred to Committee on Fire & Water Communication from Charles Otto & Louise Otto charging Police Officer Manning with conduct unbecoming an officer. Referred to Committee on Health and Police.

On motion of Councilman Hinckley the report of the Street committee rejecting the petition of Littell & Sandstrum for permission to occupy the foot of University Street is taken from the table. Councilman Green moves to reject the reject report of the committee; the motion is lost by the following vote. Ayes Furth, Green & Hinckley, noes Frink, Lake, Russell, Reitze. Ordinances An ordinance is submitted by the City Attorney entitled "An Ordinance authorizing the Mayor and Clerk to execute a contract with the Press Publishing company" which is passed by the following vote: In favor of the same Furth, Frink, Green, Hinckley, Lake, Russell & Reitze.
