191 THE COMMON COUNCIL OF THE CITY OF SEATTLE May 12 1887 Be it remembered that on this 12th day of May A D 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to the call of His Honor the Mayor. The following officers are present to wit: Hi Honor the Mayor W H Shoudy and Councilmen C W Coulter, J Furth, Jos Green, T D Hinckley, T W Lake, R Russell & C F Reitze. Whereupon the following proceedings are had to wit: The report of the board of Fire Delegates announcing that Gardner Kellogg had been duly elected chief of the Seattle Fire Department at the election held pursuant to law on May 2nd 1887 was received and read. Councilman Green moves that thereport be adopted and the said Gardner Kellogg appointed Chief of the Seattle Fire Department for the ensuing year. the motion is carried by the following vote: Ayes C W Coulter, J Furth, J M Frink, Joseph Green and R Russell Noes T D Hinckley, T W Lake, & C F Reitze. Ordered that the Council do now adjourn W H Shoudy mayor Attest W R Forrest clerk May 20 1887 Be it remembered that on this 20h day of May A D 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to Law. Petition of C B Bussell for permission to movee a cabin to the foot of University Street for a period of three months. Granted Petition of C & P S R R Co for a 2000 candle power arc light at the foot of Main Street the cost of putting up the same and one half of the cost of maintenance to be borne by the petitioner. Granted and the 32 Candlepower lamp ordered discontinued. Petition of Fred Gasch and others to have alley west of Front Street between Columbia and Mill Streets opened for travel. Granted. Petition of Fred Gasch for permission to move wooden building from his lot in Front Street north of the Poncin Block to the northeast corner of the Alley in Washington Street between Commercial and Second Streets Granted. Petition of Hillary Butler et al for establishing grade of James Street. Laid on the table. Petition of Everett Smith et al to have Seventh Street graded its entire length instead of from Battery to Madison Street as hereto fore ordered. On motion Ordered that that portion of the petition asking that Seventh Street be graded from Madison Street the Mill Street be granted: Also that the City Surveyor be instructed to establish the grade of said portion of Seventh Street and that an assessment District be established thereupon.

193 COMMON COUNCIL OF TEH CITY OFSEATTLE May 20 1887 Petition of C C Otis & Others for grading and building sidewalks on Fourth Street from Bell Street to Union Street. referred to street Committee Committee Reports Received FromComittee on Fire& Waater on petition of B Gatzert, G W Harris, J M Quilter, Geo Kinnear and others for a new Hook & Ladder Truck recommending that the petition be granted and suitable Hook &Ladder Truck purchased the price and pattern to be submitted to the Council for its approval. From Samecommittee granting petition of M McAndrews & Others asking that Ordinance No 549 be so amended as to exclude that part of the City South of the South line of Mill Street and East of the alley between Commercial and South Second Street from thefire limits onmotion the petition and report is referred back to the Committe From Finance Committee granting petition of Alex McLain for striking off $16.50 of his taxes from his assessment roll of 1886. Adopted. From Same Committee granting petition of Maggie A Barker for refunding taxes to the amount of $9.00 it being a double assessment and the Clerk directed to draw a warrant in favor of said Maggie A Barker on the General Fund Adopted From same Committee grantign petition of Fred Minick forpayment of services rendered by said Minick a Sepcial olice officers. Granted & Clerk directed to draw a warrant in favor of same for the sum of Thirty Seven & 50/100 ($37.50)dollars on the General Fund.

194 JOURNAL OF THE PROCEEDINGS OF THE May 20 187 From Street Commottee on petition of Geo L Howe et al to grant Otis Preston permission to erect a cigar stand on southwest corner of Washington & South Second Street recommending that the same be granted. Adopted From same Committee recommending that Pike Street be planked from the east side of Front Street to the east side of Sixth Street said planking to be laid on the south side of said street sixteen (16) feet wide; also that one block be planked on the east side of Eighth Street between Pike & Pine Streets. Adopted From same Committee on remonstrance of W H Davis et al against the opening Republican & Natchez Streets rejecting the said remonstrance. adopted. From Same Committee rejecting petition of W H Surber for opening alley through Block 18 Maynard's Plat adopted. From same committee rejecting petition of Jno S Anderson for a wooden drain between James & Jefferson Streets as the committee does not deem it practicable to put a wooden box in between said streets. Adopted. From Judiciary Committee rejecting petition of M V Stewart forthe refunding of $45.18 grade tax. adopted. From Committee on HEalth & Police recommending that the suggestions made by the Health Officer in his quarterly report be adopted. On motionthe report is adopted and the City Surveyor instructed

On motion the atter of building a pest house is referred to a Specila Committee consisting of Councilen Reitze, Hinckley & Lake.
