234 JOURNAL OF THE PROCEEDINGS OF THE Jul 15 1887 An Ordinance is submitted by the City Attorney entitled An Ordinance providing for the grading of Mill Street from a point midway between South Fourth and South Fifth Streets to Williamson Street and build sidewalks on both sides thereof" which is passed by the following vote, viz: In favor of the same Furth, Frink, Green, T.D. Hinckley Russell and Charles F. Reitze. Against none. An Ordinance is submitted by the City Attorney entitled "An Ordinance provided for the grading of Seventh Street from Madison Street to Mill Street and for the building of sidewalks thereon" which is passed by the following vote. viz: In favor of the same Furth, Frink, Green, Hinckley Russell & Reitze. Against none An Ordinance is submitted by the Clerk entitled 'A special Ordinance Appropriating Money [crossed out] to pay Audited Bills" which is passed by the following vote: ayes Furth, Frink, Green Hinckley, Russell & Reitze. Noes none. Ordered that the Council do now adjourn un-til Thursday July 21st 1887 at 7.30 P.M. Attest W R Forrest Clerk Approved W.H. Shoudy Mayor Jul 21 1887 Be it remembered that on this 21st day of July 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. 235 COMMON COUNCIL OF THE CITY OF SEATTLE Jul 21 1887 The following proceedings are had, to wit: Petitions etc Rec'd Petition of Puget Sound Improvement Company and others for a sewer in Pike Street. Read and referred to Com. on Sewers. Petition of Trustees of M E Church for permission to use streets immediately fronting their lots on the corner of Third + Marion Streets. Granted with permission to use one half of said streets. Petition of Engine Co. No. 4 for a fire alarm bell, read and referred to Committee on Fire and Water. Petition of Wm Hammond and others asking that the or-dinance prohibiting the use of cow bells within certain limits be extended to Mercer Street; read and on motion tabled. Communication from John W McGee withdrawing owners consent to sell liquor on premises known as the Inde-pendence Saloon on East side of South Second Street and occupied by John Shepich, read and referred to Committee on Revenue and License.

Report and message of the Mayor read and filed. Annual Report of City Atty, read and filed. Applications Referred. H.M. Duncan, Committee Reports Rec'd. From street committee granting petition of A Slorah + others for opening Sixth Street from Lake Street to Broad-way. From Comittee on sewers granting petition of John Kinnear and others for a sewer on Battery Street. the Committee find that the sewer now constructed is not of sufficient depth to allow the surface water to run

236 JOURNAL OF THE PROCEEDINGS OF THE Jul 21 1887 off and therefore recommend that the present sewer be lowered two feet. Report aadopted and Street Commissioner ordered to do the work. From same Committee granting petitionof Chas Coppin and others for a sewer and that the same be constructed of 12 inch iron stone sewer pipe. Report adopted and the City Surveyor directed to file an estimate of the cost of the same. Madison Street Extension Grade the City Surveyor submits plans and specification for the grading of Madison Street Extension and on motion of Councilman Furth the same are adopted and the clerk directed to advertise for bids for said improvement, the bids to be made in a lump sum for doing such work and making such improvement. The contractor to look to the property owners for his renumeration as provided by Section 8 of Ordinance No 737. Ordinances An Ordinance is submitted by the city Attorney entitled ''An Ordinance fixing the limits of the benefits of Street Lights provided by the city, and within which property shall be subject to a special tax for lighting the streets" which is passed by the following vote, Viz: In favor of the same Furth, Frink, Green, Lake, Russell and Reitze. Against the same none. An Ordinance is submitted by the city Attorney entitled ''An Ordinance to widen South Third Street in the City of Seattle Washtn Terry, and to provide fo the condemnation of real estate necessary therefor" which is passed by the following vote, Viz: In favor of said Ordinance Furth, Frink, Green, Lake,Russell and Reitze. Against the same none.

237 COMMON COUNCIL OF THE CITY OF SEATTLE Jul 21 1887 An Ordinance is submitted by the City Attorney entitled "An Ordinance relating to the Police force and defining the powers and duties and fixing the compensation of certain officers fo the Police Department" which is passed by the following vote, viz: in favor of the same Furth, Frink, Green, Lake, Russell and Reitze Against the same, none. Ordered that the Council do now adjourn Approved W H Shoudy mayor Attest W R Forrest clerk Aug 9 1887 Be it remembered that on this 5th day of August 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law: the following officers are present to wit: His Honor the Mayor Thos T Minor and Councilmen J Furth, J M Frink, Joseph Green, T W Lake, Robert Moran, U R Neisz, R Russell & C F Reitze and W R Forrest clerk. The following proceedings are had to wit: Mayor's Message His Honor the Mayor now submits to the Council in writing his suggestion concerning future legislation.
