321 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 4 1887 Be it remembered that on this 4th day of November 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The Following officers are present, viz: Mayor T T Minor and Councilman J Furth, J M Frink, Joseph Green, T W Lake R Moran, U R Neisz, R Russell & C F Reitze and W A Forrest Clerk. Whereupon the following proceedings are had. Petitions and Communications Petition of L Otto & others for street lights inPine St from Fourth Street to Seventh Street, read and referred to Committee on Street Lights. Petition of Geo E Clancy and others for a Fire Plug corner of Fourth and Washington Streets, read and referred to Committee on Fire & Water. Communication from John Leary President of the Seattle Construction Company accepting the franchise granted said company by said Ordinance No 878 read and ordered filed. Communication from Francis W James asking the Council to take action on plat of James Addition to the City of Seattle submitted for approval, read & on motion tabled for the present. Communication from J M Bennett in regard to nuisance on Commercial Street opposite Arlington Hotel, next to the place of business of the said Bennett, read and on motion the Chief of Police is ordered to abate the nuisance immediately,

Petition of Charles Clancy for permission to erect a wooden building in Washington Street between Thomas Clancy's brick building and the 'Chinese' washhouse, read and referred to Committee on Fire and Water with power to act. Petition of W D Cone & others for opening alley through Block 33 Maynard's Plat, read and referred to the Committee on Streets. Petition of O C Shorey &Co & others for extending Columbia Street westward to a junction with the right-of-way of the Seattle Lakeshore & Eastern R R read & referred to the Street Committee. Petition of W S Boone & others for the modificatin of the grade of Seventh Street read & referred to the Street Committee. Petition of E Goding & others for Street Lights

Communication from Stetson & Post Mill Co in regard to lumber contract read & referred to Judiciary Committee. Monthly Reports Received From City Attorney for month of October read & ordered filed. From City Justices Jones & Soderbergread and referred to the Finance Committee. From Chief of Police; read and ordered filed. From City Treasurer; read and referred to Finance Committee. From City Jailor; read and referred to Finance Committee. From Street Commissioner; read and referred to Street Committee and returned approved. Committee Reports Received From Street Committee granting petition of Willis L Ames and others for opening Sixth Street from Battery to Depot Street and Pine Street from Fifth to Depot Street adopted. From same Committee on petition of J H Payne & others for the opening of Harrison Streetfrom the Bay to Box Street recommending that Harrison Street be opened from Temperance Street to its intersection with Box Street. Adopted. From Committee on Street lights granting petition of Fred Prosch and others for street lights along Fourth Street from Pine Street to Blanchard Street also Petition of M L Wright and others for Street Lights along Seventh Street from Olive Street to Battery Street also Petition of D Rohlfs & others for street lights on Clay Street from Second Street to Fourth Street and recommending that the lights be placed on wooden posts or if convenient

From Committee on Fire & Water rejecting petition of Stetson & Post & others against permitting storage oil in Standard Oil Co's proposed new warehouse on Commercial Street. Adopted. From City Attorney on the petitions of Moses Keezer and James Parke as follows: In the matter of the petitions of James Parke and Moses Keezer]] in regard to their assessments on the Mill Street grade I do not deem it advisible in the present state of the assessment to make the change they desire & would therefore recommend that their petition be denied. Adopted. Applications for Licenses Referred Mason & Cort, Andrew Lunn, Thomas R Hughes, and John H Norens.
