334 JOURNAL OF THE PROCEEDINGS OF THE Nov 15 1887 Petition of Joseph Hamblett & others asking the council to take some steps to secure the pay of the laborers on West Street grade is referrred to the City Attorney. Ordered that the matter of Madison Street extension grade be referred to the Judiciary Com. Ordered that the Council Do now adjourn. Approved, Thomas T Minor mayor Attest W R Forrest clerk. Nov 18 1887 Be it remembered that on this 18th day of November A D 1887 the Common Council of the City of Seattle meets in its council chamber pursuant to wit: Mayor Minor & Councilmen Furth, Green, Lake, Moran, Niesz, Russell & reitze and W R Forrest clerk. 335 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 18 1887 Harbor Master read & referred to Committee on Harbor & Wharves.- Petition fo P G Burgamane for permission to build a small fish stand on West side of Front Street & Just within the fire limits read & Referred to Committee of Fire & Water with power to act. Petition of N Armstrong & Co for permission to build a fifteen foot extension to the Seattle Transfer Co's stables on Second Street read and granted. Petition of E P Buck & others for a street light corner of Second & Blanchard Streets read & referred to Committee on Street Lights, Petition of the Seattle Turn Verein for the repair of sidewalk on Jefferson Street, read & Referred to the Street Committee with power to act. Petition of L V Schnyder & Others for permission to build a two story wooden building 60x80 feet on South East corner of Washington and Second Street]]s read & Granted. Petition of Seattle Warehouse Co & Others for extension of Spring Street by an incline read & Referred to the Committee on Streets. The Mayor being called away calls Councilman Furth to the Chair.

336 JOURNAL OF THE PROCEEDINGS OF THE Nov 181887 Committee Reports Received From Judiciary Committee granting petition of E C McClanahan for$17.50 damages occasioned by horse falling through street planking on Jackson Street approach to City Dock. Adopted. From same Committee & Committee on Health & Police upon the statement of Justice Soderberg as to the unequal division of Criminal Cases between the two justices recommending that the Police Officers & Chief of Police be notified to divide their respective cases equally between the two justices without favor to either Judge or Criminal. Adopted. From Same Committee on the Complaint against gambling made by Justice Soderberg as follows: "Your Committee begs to report so far as thay have been able to learn, no gambling games are at present running in the City, owing perhaps to the fact that the Grand Jury is now in session. Also that no complaint has been urged against the present ordinance in reference to gambling, hence the complaint, being more particularly urged against the Chief of Police might more properly be referred to the Executive Department of the City Government, as, by reference to the mayor's message of October 7th it will be seen that the Mayor has already taken the necessary step to carry into execution the provisions of the Ordinance, hence we deem it injudicious for the Council to interfere until the Mayor had exhausted his official resources in the Matter or the Ordinance is found to be unwise or defective" Adopted. 337 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 18 1887 of A C Anderson for permission to borrow earth from the alley in Block 48 Terry's First Addn to provided the same is done under the supervision of the Street Commissioner. Adopted. From same Committee reporting that they have opened the alley on Block 38 of Boren's Plat in accordance with the prayer of the petition of A H King & others. Adoted. From City Attorney stating that satisfactory arrangements have meen made with the contractors on West Street by which they pay of[f] the laborers on said street is secured. From City Attorney reporting that Justice Jones has decided the case of Kendrick vs the City of Seattle against the City & recommending that the case be appealed tothe Dictrict Court. Ordered that the City Attorney take the steps necessary in order to appeal said cause. From Fire & Water Committee granting petition of M Schmidt for permission to make certain repairs to a building on North side of Washington Street between Commercial & South Second Street providing such repairs are made under the provisions of ordinance No 833. Adopted. From Same Committee granting petition of Geo E Clancy & Others for a fire plug conrer of Fourth & Washington Streets. Adopted. From Same Comittee granting petition of Charles Clancy for permission to erect wooden building on Washington Street adjoining Clancy's Brick Building

338 JOURNAL OF THE PROCEEDINGS OF THE Nov 18 1887 provided the same is constructed according to the provisions of Ordinance No 833. Adopted From Same Committee granting petition of Ida J McGinnis for permissionto repair certain wooden building provided such repairs are made in accordance with the provisions of Ordinance No 833. Adopted. Licenses Ordered Issued. Thomas R Hughes retail liquor 6 months Mason & Cort retail liquor 6 months Andrew Lunn retail liquor 6 months John H Norens retail liquor 6 months Anderson & Cresno retail malt 6 months The vote upon issuing said licenses is as follows: Ayes Green, Lake, Moran, Niesz, Russell & Reitze. Nays none. Licenses Referred Geo C Munroe & Co, & Frank W Clancy Plats Approved Ordered that the Plat of Madison Street Addition to the City of Seattle and Plat of Hall's Addition to the City of Seattle Be approved. Fourth Street Tax Levy Ordered that a tax of two hundred twenty six (226) mills on each and every dollar of the assessed valuation of all the property included within the assessment district created by Ordinance No 836, be and the same hereby is levied on said property for the purpose of paying for the improvement of Fourth Street from Union Street to Bell Street in the City of Seattle
