353 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 16 1887 Be it remembered that on the 16th day of Dec A D 1887 the Common Council of the City of Seattle met pursuant to law, presetn Acting Mayor Jacob Furth, Councilmen Frink, Green, Lake, Moran, Russell, Reitze and Clerk Forrest Petitions and Communications Petition of F Hochbrunn for vacating alley in Block "Q" of Bell's Sixth Addition read and referred to Street Com. Petition of W U Tel Co to have certain taxes refunded read and tabled. Communication from H L Yesler by Carr and Preston accompanied by a deed dedicating a portion of Mill Street to the city of Seattle for street purposes. Read and referred to judiciary and Street Committees. Communication from J R Andrews remonstrating against the extensioin of Rollin Street read and referred to Street Committee. Petition of Preston and Albertson and Everett Smith for the payment of labores on Madison Street read and referred to Judiciary Committee. Petition of P D Hamlin and others for street lights on Eighth Street from Jackson Street to Dearborn Street thence to the east side of Twelfth Street Referred to Commottee on Street Lights. Communicatioin from Seattle Cable Road and Water Co. asking that the time for commencing work by said company be extended to Mar 1st 1888. Granted

354 JOURNAL OF THE PROCEEDINGS OF THE Dec 16 1887 Committee Reports Received Frm Street Committee granting the petition of Guy C Phinney in so far as to grant said petitioner permission to build a sidewalk on the North side of Seneca Street from Front Street to the alley between Front and Second Streets but making no report us to grading said street. Adopted. From Same Committee granting petition of Alfred Snyder for crossing on 7th Street north side of Seneca Street. Adopted. From same Committee granting petition of F E Sander and others for opening and planking alley in Block 10 Maynard's Plat provided the expense for doing said planking be borne by the property owners on said alley, Adopted. From same Committee granting petition of Thomas Webb and others for a drain and opening Willow Street from Depot Street to Thomas Street. Adopted. From same Committee granting petition of Frederich Prosch for a crossing on 4th and Virginia Streets and also recommending that a crossing be put in at Pike Street over said 4th Street. Adopted From Same Committee granted petition of John Crist for permission to erect a fruit and cigar stand on alley between South 2nd and South 3d Streets fronting

355 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 16 1887 on Mill Street adopted. From same Committee rejecting petition of Ernest Romey for a sidewalk in Mill Street as it would have to be built on an unfinished bulkhead. Adopted. From same Committee rejecting petition of Edgar Bryan for a culvert or drain in Block 22 A A Denny's Addition adopted. From same Committee recommending the opening of [Rollin Street]] 90 feet wide in accordance with petition and plat filed. From same Committee granting petition of John Lavender and others for permission to raise side walk to grade onSouth Second Street and Washington Street. Adopted. From the Street Light Committee granting the petition of P D Hamlin and others for street lights on Eighth Street from Jackson to Dearborn Streets thence East along Dearborn Street to 12th Street. The same to be of 16 cp placed on wooden posts. Ordered that Bell Street be graded from the West side of Front Street to the East side of West St and a sidewalk built on the south side of said street in accordance with the plans and specifications of the City Surveyor, and Clerk directed to advertise for bids for making such improvements. On motion Councilman Moran a special committee is appointed consisting of Councilmen Moran Lake and Reitze to inspect and report upon the Mill Street Bulkhead

357 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 16 1887 at the corner of Eighth and Dearborn Streets bids for the completion of Madison Street Wilson and Godfrey $7000. Emmons and McClanahan $6120. Parker & Orr $6395.45 W N White $5500. Ryan & Quigley $5900. Matt Branagan $5299. On motion of Councilman Reitze the bid of Matt Branagan is not recieved or considered, not having been filed within the time specified in the advertisement calling for bids. On motionof Councilman Lake the bid of W N White is accepted and the usual contract ordered drawn upon the said W N White filing a bond inthe sum of $200.00 The appriasers heretofore appointed to act in the matter of Republican and Natches Streets not having qualified, it is ordered the M R Galloway having been hereto fore appointed to act on behalf of the owners of propertyy condemned, is reappointed to act in their behalf. On motion of Councilman Lake, L B Andrews is appointed by council to act in behalf of owners of property beneficial and the Acting Mayor appoints David T Denny an appraiser to act in behalf of City Ordinances An ordinance is submitted by the City Attorney entitled "An ordinance extending the time for the completion of tthe Madison Street improvement." Ayes Frink, Green, Lake, Moran, Niesz Russell & Rietze
