395 COMMON COUNCIL OF THE CITY OF SEATTLE. Mar 2 1888 Be it remembered that on this 2nd day of March 1888 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following officers are present, viz: Mayor Minor, Councilmen Furth, Frink, Green, Lake, Moran, Niesz, & Russell & W. R. Forrest Clerk. The following proceedings are had, to wit: Petitions etc Petition of C. N. Cooper & others for opening Dexter Street from Depot Street to Republican Street, read and referred to Committee on Streets. Petition of J J Post and others for opening & planking alley west of Front Street between Union and University Streets, read and referred to Street Committee. Petition of D N Styde & others for opening portions of Roy and Victoria Streets read and referred to Street Committee. Petition of J D McDermott and others for opening portions of Fifth and Brook Streets, read and referred to the Street Com. Petition of Geo Kinnear for permission to grade at his own expense Roy Street from Temperance Street to Light Street and Light Street from Roy Street to Bluff Street; also Banner Street from ]]Roy Street]] to High Street, and that the Council cause the grade of said streets to be established, read and granted and the surveyor directed to establish said grades. Petition of Ingebright A Wald for correction of taxes, read and granted. Petition of Schwabacher Bros & Co for opening Union Street west of Front Street, read and referred to the Street Com. 396 JOURNAL OF THE PROCEEDINGS OF THE Mar 2 1888 of wharves to deep water from at least three of the streets in the center of the business portion of the City, read & referred to the Street Committee. Application of F. D. Sprague for appointment on the Police Force, read and tabled. Petition of the L M Wood & others for grading Third Street from Depot Street to Virginia Street and Virginia Street from Fourth Street to West Street and building sidewalks on both sides of said streets read & refered to the Street Committee. Petition of T. H. Hackett for permission to move building across Madison Street read and granted. Petition of F E Sander & J. W. George for permission to tear away the old shed on the north side of Clancys old Livery Stable Corner Second & Main Streets and erect instead a two story wooden building, read & referred to Committee on Fire & Water. Petition of Adolph Krug & others for grading & building sidewalks on both sides of Vine Streets from its inter-section with Depot Street to the Bay, read and referred to Street Committee. Petition of J. W. Van Brocklein & others for grading Terrace Street and building sidewalks on both sides of said street, from its intersection with Mill Street to Thirteenth Street, read and referred to the Street Committee. Petition of Wm McCoy for permission to erect a boot black stand on South Second Street next to the Standard Theatre; read & referred to the Street Committee.

397 COMMON COUNCIL OF THE CITY OF SEATTLE. Mar 2 1888 Petition of the Seattle Lumber and Commercial Company for a lease of Madison Street from Front Street to the Bay for a period of one year, read and referred to the Committee on Harbors & Wharves and the Committee present a report recommending that the petition be granted, On motion the matter is laid over without action until the next regular meeting. Petition of the Seattle Upholstering and Manufacturing Company for the removal of certain cabins from the foot of Spring Street, read and granted and the Chief of Police directed to see that said cabins are removed. Petition of the Seattle Upholstering and Manufacturing Company for a lease of a portion of the foot of Spring Street for a period of five years, read and referred to the Street Committee. Petition of Geo W. Hall and others for the grading of Fourth Street from Battery Street to Bell Street read and granted provided the work is done under the direction of the City Surveyor. Petition of Hugh & Taylor & others for grading and laying sidewalks on Depot Street from the Bay to Fir Street, read and referred to Street Commitee. Petition of A A Bell & others for grading and laying sidewalks on Depot Street from the Bay to Fir Street, read and referred to Street Committee. Petition of Antoni Anderson for removal of obstruction in alley between 7th & 8th streets on Lenora Street read and referred to the Street Committee with power to act. Petition of D Rohefs & others for widening Second Street from Battery Street to Depot Street and grading and building

Communication from Frank Beattie and Alfred Bryan offering to keep the fire alarm wires in order for $15.00 per month read & referred to Committe on Fire & Water. Monthly Reports Received. From the Mayor, read and on motion the same is refered to a special committee consisting of the Chairmen of the Judiciary Committee, Street Committee, Committee on License & Revenue and Committee on Sewers & Drainage. From the City Attorney for the month of Feby. read and referred to the Committee on License & Revenue. From Chief of Police showing number of arrests etc read and ordered filed. From Police Justices Jones & Soderberg read and referred to Finance Committee. From City Treasurer, read & referred to Street Committee & returned approved. From Harbor Master, read & referred to Com on Harbor & Wharves. Committee Reports Received. From Street Committee recommending that the alley between Columbia and Madison Streets west of Front Street be opened and the said Alley from Columbia to Union Streets be put in good repair. Adopted. From same committee returning petition of F Wilhelm & others for grading Cherry Street from Fourth Street to 13th Street reporting that "as the petitioners have omitted to ask for sidewalks along the street the Com. recommends that the petition be returned to the parties interested in said improvement. Approved.

399 COMMON COUNCIL OF THE CITY OF SEATTLE. Mar 2 1888 From same committee on communication from Street Commissioner Jackson Street Bridge to the effect that the Committee has examined the bridge and does not find it in a dangerous condition, though badly worn in the center and recommend that the bridge be divided into three parts: the cable road in the center with passage ways for teams on each side, when the bridge will last two or three years yet. Report adopted and Street Committee ordered to make the repairs suggested. From same committee recommending that a stringer 6 x 6 in size be placed at intervals in the center of Grant Street Plank Road Bridge to keep teams from driving continuously in the center where the planking is beginning to wear. Adopted, and the Street Committee ordered to carry out the plan suggested. From same committee granting petition of Mrs Hathaway and others for opening alley in Block 50 A A Denny Addition. Adopted. From Committee on Sewers & Drainage granting petition of Thos Burke for a sewer on Second Street between Madison and Marion the same to be an eight inch iron stone sewer to be placed under the superintendence of the City Engineer. Adopted. From same committee on petition of W H Reeves & others for a sewer on Seneca Street as follows: "We recommend that an iron stone sewer be placed on said street be-tween 4th Street and 2nd Street and a box sewer between 2nd Street and the Bay, the lower end of this street not being graded. Adopted. From same committee granting petition of A Mackintosh and others for a sewer in University Street, said
