411 COMMON COUNCIL OF THE CITY OF SEATTLE an ordinance is submitted by the Clerk entitled as Special Ordinance appropriating money to pay audited bills which is passed by the following vote: ayes Furth Frink Green Lake Moran Niesz & Reitze Noes none. Mar 7 1888 said hydrants to be delivered as follows: Twenty (20) on or before April 15th 1888 and twenty on or before May 15th 1888. Ordered that the City Surveyor ascertain and give the necessary fall for the Blanchard Street Sewer to connect with the Denny School house. Ordered that the Committee on Fire & Water be authorized to employ some one to put the fire alarm system in order. appropriation 907 Ordered that the Council do now adjourn. The following officers are present, to wit: Mayor Minor and Councilmen Furth. Frink. Green, Moran Niesz & Russell. Clerk W. R. Forrest. Petitions etc. Petition of Geo Kinnear for permission to move a small house on Lot 3 Blk 10 Maynards plat from the street back to the alley and erect on said lot a business block 60 x 60 feet in size one story high. The same to be a wooden building. Read & referred to Com. on Fire and Water. Petition of S. N Sorenson for permission to move building from Lot 7 Block 14 Borens Plat, to Block 5 Sorenson's addition Lake Union, read & referred to Street Com. Petition of Alfred Snyder for extension of Box drain in James east to the alley between 11th & 12th Streets, read and referred to Com. for Sewers.

413 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 16 1888 Petition of N H Bartlett for permission to erect building on Clay Street near West Street Read and Referred to Street Com. Petitin of Stetson and Post Mill Co for two fire plugs south of King Street. Read and Referred to Com on Fire and Water. Petition of Michanics Mill Co for permission to occupy a portion of Front Street near Pine Street for storing lumber and framing timbers for new building. Read and granted. Petition of John Ritchey for permission to deposit waste dirt from lot on Second and Pine Streets in a deep hollow on Pine Street. Read and Granted referred to Street Com power to act. Petition of A E Hanson et al for a new Fire Alarm bell at Engine House No 3 Lake Union. Read and referred to Committee on Fire and Water. Reports of City Officers From City Attorney of matter of petition of Seattle Upholstering and Mfg Co for the lease of a portion of the foot of Spring Street to the effect that there is no legal objections to such lease being granted, provided the street is not needed for street purposes. On motion the Committee report recommending the granted of said lease is rejected and the lease refused. Committee report rec'd From Street Committee recommending that Washington Street be planked 16ft wide from the middle of South Second Street to the west side of South Fourth Street Adopted. Adopted. From Same Committee granting petition of D N Hyde & others for opening Roy Street from Light to Victory Streets and Victory Street from Roy to Bluff Streets. Adopted. From Same Committee rejecting petition fo J M D McDermott and others for opening portion of 5th Street & Brook Street as Sixth Street has been opened and Brook Street should be graded and sewered when opened. Adopted. From Same Committee granting petition of Hugh S Taylor & others for grading and laying sidewalks on Bell Street from 5th to 7th Streets and that the City Surveyor be instructed to furnish plans and specifications so bids can be advertised for and submitted at the next regular meeting. adopted. 415 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 16 1888 and that the parties who have made a partial grade between 4th & 5th Streets be allowed credit by the City Surveyor for said work. Ordered that Cherry Street be graded from 5th Street to 13th Street and the City Surveyor directed to submit plans and specifications therefor. From same committee Granting petition of Schwabacher Bros & Co for improving Union Street from Front Street was Adopted. From Same Committee granting petition of G E Hall et al for grading Fourth Street from Battery to Bell Streets at petitioners expense, provided said petitioners file a bond and said improvements is made under the direction and subject to the approval of the City Surveyor. Adopted. From same Committee of petition of C N Cooper et al for opening Dexter Street recommending that the same be tabled as said street runs into D T Denny's Orchard which is unplatted ground. Adopted. From Committee on Harbor and Wharf on Harbor Masters report to the effect that the three buoys recommended can be placed in position at a cost of about $1622.00 and recommending that an ordinance be passed levying a small amount of harbor dues on vessels, sufficient to keep buoys, fire slips and wharves belonging to the City in repair. Report adopted and committee directed to report an ordinance for levying harbor dues and Harbor Master instructed to obtain and place the buoys in position.
