443 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 11 1888 and establish the grade of said Depot Street between Fir Street and [Broadway] Ordinances 920 An Ordinance submitted by the City Atty entitled "An ordinance establishing the grade of Birch Street in the City of Seattle between Depot Street and Harrison Street" which is passed by the following vote: In favor of the same, Furth, Frink, Green, Lake, Moran & Russell against the same none. Odrered that the Council do now adjourn approved T T Minor mayor Attest W R Forrest clerk Apr 20 1888 Be it remembered that on this 20th day of April 1888 the Common Council of the City of Seattle meet in its Council Chamber pursuant to law. the following officers are present, to wit: Mayor Thomas T Minor, Councilmen J M Frink, Jas Green, T W Lake, R Moran, U R Niesz, R Russell & C F Reitze Petition of J A Capp for refunding taxes read and tabled. Petition of M & K Gottstein for permissin to change style of door fronts on building on South East Corner of Columbia and Front Streets read and referred to Committee on Fire & Water with power to act. Petition of [James M Quillter]] for vacating Old Beach Raod, and referred to Committee on Streets. Petition of Mary H Abrams and others for abatement of nuisance in alley in Block 3 Bell and Denny's Addition to the City of Seattle read and referred to City Attorney and Committee on Health and Police.

444 JOURNAL OF THE PROCEEDINGS OF THE Apr 20 1888 Remonstrance of W M Coffman and others against establishing fire limits between Bell Street and Lake Avenue read and tabled. Petition of M Densmore & others for changing present license fee for peddling milk from $1.00 for three months to $20.00 per year in advance. Read and Tabled. Petition of D T Denny & others for grading Lake Avenue from John Street to Harrison Street and building sidewalks on said street, read and referredto Street Com. Petition of G A Weed and others for change of fire limits as as to make University Street the northern boundry of the fire limits district read & referred to Committee on Fire & Water. Communication from C F Reed submitting proposition for filling in Washington Street, read and tabled. Petition of N Armstrong and Co for permission to erect a brick veneered building on South Second Street near Main Street read and referred to Committee on Fire & Water. Petition of J D Smith & others for grading Second Street sixty six feet wide from Pine Street to Depot Street and building sidewalks thereon, read and referred to Street Committee. Petition of A Jackson supt of Pacific Cable Road Construction Co for change of grade of a portion of Jackson Street read and referred to Committee on Streets with power to act. Petition of Frank Clancy for permission to blast out five stumps on lot on 5th and Stewart Street read & granted provided no blasting is doen within 120 feet of any house without permission of the owner and resident. All damamges done to be paid for by petitioner.

445 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 20 1888 Committee Reports Received From Street Committee on Harbor Master's report stating that the Committee had examined Washington Street Slip and ordered the necessary repairs made. Adopted. From same Committee granting petition of F S DeWolfe & others for widening Second Street and grading and building sidewalks on both sides of said street. from Battery Street to Depot Street and directing the City Surveyor to make plans and specifications therefor and submit them at the next regular meeting. On motion the report is ordered filed and action thereon postponed until the next regular meeting. From same Committee granting the petition of W H Shoudy & others for opening Thomas Street from Birch Street to the Bay. Adopted From same Committee on petition of Winsor & Co for planking on Front Street in front of the Rose Block that when Front Street is replanked the planking will be extended in front of said block. Adopted. From same Committee on petition of John Christ in regard to the Mill Street grade, recommending that piles be driven on block between South Fourth Street and South Fifth Street and planked on inside of said piles so as to keep earth from falling on Lot 8 Block 30 Maynard's Plat and the same will have to be done on the opposite side of the street to protect Mr Keezers property: and 1&1/4 inch iron rods put across street to secure the same. Adopted. From Committee on Fire and Water graanting petition of Engine Co No 4 for a steward for the engine house of said Co. provided the expense of such steward shall not exceed $15. pr month. Adopted. From same Committee rejecting petition of J R Kinnear and others for fire limits in Front St between Bell St and Lake Avenue as the Com does not think it advisible to establish same now. Adopted

446 JOURNAL OF THE PROCEEDINGS OF THE Apr 20 1888 From same Committee rejecting petition of G A Weed & others for change of fire limits. Report read and ordered filed. From same Committee granting petition of N Armstrong & Co for permission to put up a building on South Second Street near Main St provided the same is put up in strict compliance with the provisions of the Fite limits ordinance. Adopted. From Judiciary Committee granting petition for the correctionof Carl Miller's assessment. FromCity Attorney recommending that the petition of M V Stewart forthe return pf certain grade taxes heretofore paid be rejected. Adopted & Petition rejected. From City Attorney and Judiciary Committee: In the matter of the application of Julia A Fenton for damages for injuries sustained by alleged defective sidewalk as follows: We have carefully examined the matter and find that the City was guilty of no negligence in the matter, and that there is no legal liability on its part to make compensation. The petitioner claims to be a poor woman and to have suffered injury by which she was deprived of her means of support form some time. And for this reason and for the purpose of avoiding the expense and trouble of litigation, we would recommend that she be allowed the sum of $250.00 which would pay her for her loss of time and expense of medial attendance. Report adopted and Approved. License referred John Carl, Adolph Schander and McNutt and Clark Licenses ordered Issued Geo S Howe, Oliver Bernard, Geo C Munroe and Allen S Chase The vote upon issuing said licenses is as follows: Ayes Furth, Green, Lake, Moran, Neisz, Russell & Reitze. Noes none.

447 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 20 1888 Sewer Castings Bids for furnishing the City with Sewer Castings from Apl. 20th until October 1st 1888 were opened and read as follows: Washington Iron Works 5&1/4 cents per lb Allmond & Phillips 4 cents per lb Moran Bros 3&9/10 cents per lb Ordered that the contract be awarded to Moran Bros Bell Street Improvement Bids for grading and building sidewalks on Bell Street from 5th Street to Seventh Street were opened and read as follows: Henderson & Locke Earthwork per cubic yard 31cents Sidewalks for MBM [thousand board feet] $16.00 Box Drains for MBM [thousand board feet] $16.00 Clearing and Grubbing per acre $75.00

Green & Mount Earthwork per cubic yard 29&1/2cents Sidewalks for MBM [thousand board feet] $18.00 Box Drains for MBM [thousand board feet] $18.00 Clearing and Grubbing per acre $200.00

Ryan & Benjamin Earthwork per cubic yard 37&3/4cents Sidewalks for MBM [thousand board feet] $15.50 Box Drains for MBM [thousand board feet] $16.50 Clearing and Grubbing per acre $95.00

O'Day & Co Earthwork per cubic yard 32cents Sidewalks for MBM [thousand board feet] $16.00 Box Drains for MBM [thousand board feet] $16.00 Grubbing and Clearing per acre $135.00 Ordered that the conract be awarded to Henderson & Locke upon upon filing a bond in the sum of $1000.00
