464 JOURNAL OF THE PROCEEDINGS OF THE May 11 1888 Be it remembered that on this 11th day of May A.D 1888, the Common Council of the City of Seattle meets in in it's Council chamber pursuant to adjournment, the following officers are present to wit: His honor the Mayor Thos T Minor and Councilmen Furth, Frink, Green, Lake, Russell & Reitze and W R Forrest Clerk. -- The following proceedings are had, to wit: -- Petititions and Communications Petition of F W Woodaman & others for the grading of Cherry Street from Fourth Street to Thirteenth Street as originslly petitioned for and not from Fifth Street to Broadway as ordered by the Council read and referred to Committee on Streets. -- Petition of J B Metcalfe & others for straightening South Eleventh Street from Mill Street to Jackson Street read and referred to Street Committee with power to act & the Committee requests to examine & report as to the advisability of grading said South Eleventh Street from Mill Street to Lane Street. Remonstrance of A. A. Denny and others against opening streets on tide flats at the expense of the general fund, read and referred to the city attorney. Petition of T S Briscoe and others for establishing grade of Sixth Street between the South side of Union Street and North side of Spring Street, and grading and building sidewalks on both sides of said Sixth Street between said points, read and referred to the Street Committee and the Committee directed to report to Depot Street. _________________________________ _________________________________ Petition of the Seattle Cable Road and Water Co for the return of a certified check for $1000 heretofore

465 COMMON COUNCIL OF THE CITY OF SEATTLE May 11 1888 deposited with the City Clerk as a forfeit in case petitioner failed to construct a cable road in accordance with the terms of Ordinance No 890 granting a Street Railway to franchise to said company, read & referred to the City Atty. Petition of Geo Kinnear for establishing the grade of High Street between Temperance Street and Banner Street read and granted. Committee Reports Received From Committee on sewers and drainage recommending that an Iron Stone sewer be constructed in James Street from Second Street to Twelfth Street the same to be of ten (10) inch pipe from Second Street to Eighth Street and of Eight (8) inch pipe the balance of the way. Adopted and the purchasing Agent directed to order the necessary pipe. From Committee on Fire & Water granting petition of W H Bow for permission to make certain alterations and repairs to wooden building on the West side of Commercial Street near Main Street. Adopted. From Street committee granting petition of J A Stewart & others for opening Second Street to a width of ninety (90) feet from Battery Street southward to the center of Blanchard Street and grading and building sidewalks on both sides of said street. The committee also recommend & that the surveyor be instructed to submit plans and specifications for said work and connect this district with the assessment district on said street extending from Depot Street to Battery Street heretofore ordered widened and graded, Adopted. Applications for Licenses referred John J Gearey, James Weir and Chas H Fox

466 JOURNAL OF THE PROCEEDINGS OF THE May 11 1888 Miscellaneous Plan and specifications for the improvement of Box Street submitted by the City Attorney and approved. Bids of improving Lane Street from Eighth Street to Fourteenth Street were opened and read as follows: McClanahan & O'Day Earthwork per cubic yard .32&1/2 cents Sidewalks per M [thousand board feet] $16.50 BoxDrains per M [thousand board feet] $16.50 Grubbing and clearing per acre $85.00 P & J M Quigley Earthwork per cubic yard .38 cents Sidewalks per M [thousand board feet] $17.50 BoxDrains per M [thousand board feet] $18.00 Clearing and Grubbing per acre $125.00 W N White Earthwork per cubic yard .37 cents Sidewalks per M [thousand board feet] $18.00 BoxDrains per M [thousand board feet] $18.00 Clearing and Grubbing per acre $100.00 Ordered that the contract be awarded to O'Day and McClanahan upon their filing a bond in the sum of $2000.00. Ordered that Geo Duffel be granted permission to transfer his liquor license from the I.X.L. Saloon on Mill Street to his new building opposite the Belltown Hotel Belltown Ordered that the Street Committee examine and report at the next regular meeting the best plan for improving ]]Lake View Park]] .

467 COMMON COUNCIL OF THE CITY OF SEATTLE May 11 1888 On motion the chairman of the Street Committee is directed to examine and report upon the necessary work to be done on Kinnear Park to secure title to same. Ordered that plats of Jackson and Rainier Street Addition to the City of Seattle and First Cable Road Addition to the City of Seattle be referred to the City Surveyor. Ordered that the matter of securing dedication deeds for Lake Avenue be referred to His Honor the Mayor with power to employ assistance if necessary. Ordered that the Street committee be and they are hereby directed to build two bridges on Mill Street. Ordered that the Purchasing Agent be authorized to purchase a supply of sewer pipe for the city, the Street Commissioner to furnish the sizes and amount required. Ordered that the Committee on Public Buildings and Grounds be directed to put up a shed on the lots ownedby the city on Third Street near Pike Street for the stroage of sewer pipe. Ordered that the chairman of the Street Committee be requested to urge the contractor on Mill Street to complete his contract as soon as possible. Ordered that the Clerk be authorized to advertise for bids for driving piles and building retaining wals on Mill St in accordance with the plans and specifications to be filed. Ordered that the Street Commissioner be directed to remove obstructions from the alley in Block 106 A T Denny's Addn also from Alley in Block on Main St betweeen 6th & 7th Streets.

468 JOURNAL OF THE PROCEEDINGS OF THE May 11 1888 Ordered that the City Attorney notify Justice H F Jones to abate a nuisance originating on his premises in the shape of an open sewer. The City Treasurer having returned the tax roll for the year 1887 with a list of the delinquent taxes it is ordered that the same be returned by the Clerk with a warrant for the sale of property for delinquent taxes. Ordered that the appointment of a Board of Registration be postponed until the next regular meeting. Ordinances 932 The City Attorney submits an Ordinance entitled "An Ordinance establishing the grade of Box Street in the City ofSeattle between Depot and Harrison Street which is passed bythe following vote: In favor of the same Furth, Frink, Green, Lake, Russell & Reitze Against the same none. 933 The City Attorney submits an Ordinance entitled "An Ordinance to provide for the grading of Box Street in the City of Seattle from Depot Street to Harrison Street and for bulding sidewalks on said box Street" which is passed by the following vote: In favor of the same Furth, Frink, Green, Lake, Russell & Reitze Against the same none. 934 The City Attorney submits an Ordinance entitled "An Ordinance establishing the grade of Cherry Street in the City of Seattle between Fifth and Thirteenth Streets" which is passed by the following vote: In favor of the same Furth, Frink, Green, Lake, Russell & Reitze Against the same none.
