481 COMMON COUNCIL OF THE CITY OF SEATTLE Jun 1 1888 Be it remembered that on this 1st day of June a.d. 1888, the Common Council of the City of Seattle meets in its Council Chamer pursuant to the law The following officers are present, viz, His Honor the Mayor Thomas T. Minor, Councilmen Furth, Frink Green, Lake, Russell and Reitze, and W R Forrest, Clerk. Absent Councilman R. Moran. The following proceedings are had, to wit Petitions, Communications, Petition of E S Briscoe for grading and building sidewalks on both sides of Sixth Street from the north side of Spring Street to the south side of Union Street, read and referred to Street Committee. Petition of S.M. Sorenson and J. R. Williamson for a sewer in Spring Street to an outlet or connection with some other sewer. Also for a sidewalk on the north side of Spring Street, read and referred to Committiee on Sewers. Petition of J.M. Thompson for a franchise for a Cable Road on Front Street & other streets read and referred to Street Com. Petition of Seattle Street Railway Company for an ordinance confirming their franchise for a Street Railway on Front Street from Mill Street to Pike Street, read and referred to Street Committee Remonstrance of Street Railway Company against declaring forfeited their franchise for a Street Railway on Front Street from Mill Street to Pike Street, read and tabled for the present.

Remonstrance of David Gilmore & others against granting a franchise for a Street Railway on Front Street, read and referred to Street Committee.

482 JOURNAL OF THE PROCEEDINGS OF THE Jun 1 1888 Remonstrance of David Gilmore and others against opening and extending West Street, read and referred to Street Com. Petition of J. A. Churchill and others for grading Bluff Street between Light Street and Powell Street and building a sidewalk on North side of said Street read and referred to the Street Committee Petition of J R. Kinnear and others for changing name of Bluff Street to Olympic Avenue, read and granted. Petition of Wm L. Lindsley and others for opening Banner Street from Depot Street to Roy Street, read and referred to Street Committee. Petition of Jacob Cowan for permission to blast for two weeks in Bell's Fourth Addition read and granted with the usual restrictions. Petition of J J Hoffman for abatement of a nuisance existing at the corner of Fourth Street and Jackson streets read and referred to Committee on Sewers and Drainage. Communication from A A Bell asking that F W Wald be associated with him in the work of securing dedications from property owners along the line of Second Street, read, and on motion Mr. Wald is appointed to act with Mr Bell in securing such dedications. Petition of Sarah J Plummer for a sewer in South Second Street from Jackson Street to connect with the sewer in Main Street, read and referred to Sewer Committee. Communitcation from the Chief of Police calling the attention of the Council to the fact that there is no place to deposit garbage and asking the Council to

Petition of H H Lewis and others for grading and laying sidewalks on West Street from Virginia Street to University Street read and referred to Committee on Streets, with a request that a report by made at this meeting of the Council if possible. Petition of Carmi Dibble andothers asking that the Southern Boundry of the City be properly marked, read and granted and the City Surveyor directed to mark Said Boundary. Petition of N P Eisenmeyer for permissionto erect a wharf to connect Water Street with Harrison Street read and granted. Petition of Seattle Safe Deposit Company and others asking the Council to grant the petition of the Seattle Street Railway Colmpnay]] for leave to extend its system onFront Street from Mill Street to Pike Street read and referred to Street Com. Petition of Pumphrey & Hanford and others calling the attention of the councilto the fact that much imflammable rubbish has accumulated in alleys and back yards, and greatly increases the fire risk, read and referred to the Committee on Health and Police. 484 JOURNAL OF THE PROCEEDINGS OF THE Jun 1 1888 Committee Reports rec'd From Street committee granting petition of F A Churchill and others for grading and building a sidewalk on the north side of Bluff Street from Light Street to Powell Street Adopted and City Surveyor directed to submit plans and specifications therefor at the next regular meeting. From same Committee granting petition of W F Epler ans others from grading and building sidewalks on both sides of Harrison Street from the west Side of Box Street to the Bay, provided said sidewalk was only laid on the South side of said street from Kentucky Street to Box Street. Adopted and the City Surveyor directed to submit plans and specification therefor at the next regular meeting. From same Committee granting of J J Post & others for grading Fifth Street from the south side of Seneca Street to the north side of Mill Street and building sidewalks on both sides of said street. Adopted and the City Surveyor directed to submit plans and specifications therefor at the next meeting of the Council. From same Committee granting petition of F W Sparling & others for grading Spring Street from Seventh Street to Ninth Street and building sidewalks on said street. Afer discussion the report is re-referred to the Street Committee. From same Committee granting petition of J B Metcalf & others for straightening South Eleventh Street from Mill Street to Jackson Street and grading and building sidewalks on both sides of said street and recommending that the City Surveyor be instructed to submit plans and specifications for such improvement: And the City Attorney prepare on ordinance condemning such private porperty as may be necessary for straightening

485 COMMON COUNCIL OF THE CITY OF SEATTLE Jun 1 1888 -ing said street. Adopted provided the grade district is extended from Mill Street to Law St instead of to Jackson Street From Same Committee rejecting petition of A A Bell and others for grading Eighth Street from Depot Street to Mill Street as the same has not been signed by a majority of the property owners in said Street Adopted. From Same Committee rejecting petition of J C Brittain and others for opening West St toUniversity Street and the widening of the Alley through to Mill Street. Adopted From Same Committee on petition of F Hochbrunn and others for changing cetain grades and asking that a Committee be appointed to investigate the grade of Depot, Fifth and other streets, as follows: "We recommend that a committee be appointed to examine said grades with power to act" On motion the whole matter is referred to the Street Committee in conjunction with the City Attorney. From Same Committee on remonstrance of Geo Brandt and others against opening Alley through Block 106 of D T Denny's 1st Addn recommending that the parties now obstructing the alley be given until November next to vacate the same. Adopted. From Same Committee asking further time to report on the ordinance asked for by theWest Street Lake Union andPark Transit Company. Granted. From Same Committee granting petition of H H Lewis & others for grading and building sidewalks onWest Street from Virginia Street to University Street, Adopted and the city Surveyor ordered to submit plans and specifications therefor.
