585 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 27 1888 Be it remembered that on this 27th day of Aug 1888 the Common Council of the Cityof Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present to wit: The Mayor Robert Moran and councilmen Durie, Green, Mc Combs, Niesz & Reitze. Absent Burns, Jones & McDonald. The folowing proceedings are had to wit-: the council now proceeds with the examinations and equalization of the Assessment Roll for the year 1888 and the following changes are ordered made. O S Jones appeared in answer to citation and on motion his assessment on improvement on Lot 6 Block 16 A A Denny's Addition is raised from $600 to $800. G Morris Haller appeared on behalf of Henrietta M Haller to show cause why the improvements on Block 100 of Terry's second addition should not be raised from the valuation placed on them by the Council at its last meeting. On motion the matter of the valuation of residences is referred to a committe consisting of Messrs Reitze Green & Niesz. The following named persons appeared before the Council in obedience to citation and the assessed valuation of their property as the same appears on the assessment roll raised as follows: F C Young raised on personal property to $2000.00 Klein & Rosenberg raised on personal property to $8000.00 Hirschberg & Co raised on personal property to $9000.00 Albert Hansen raised on personal property to $9000.00 R Abernathy raised on personal property to $3200.00 W A Chong & Co raised on personal property to $6000.00 W P Boyd & Co raised on personal property to $11,000.00 W P Boyd & Co raised on Real Estate to $16,420.00

586 JOURNAL OF THE PROCEEDINGS OF THE Aug 27 1888 Ordered that Blocks 30, 31 & 32 of G Kinnear's addition be stricken from Geo Kinnear's assessment the same being water lots. Orderedthat W G Latimer be reduced on improvements on Lot 2 Block 20 Bell & Denny's Addn from $1000 to $750 Ordered that W H Taylor, W R Thornhill & J Schram be cited to appear and show cause why the assessed valuation of thier real estate should not be raised. Orderd that Emily Carkeek J M Colman & Jas McNaught be cited to appear before the Council and show cause why the assessed valuation of their improvemnets on realty should not be raised. Council Proceedings His Honor the Mayor returns to the CouncilOrdinance No 984 entitled "An Ordinance authorizing H W Wheeler, J A Stratton, Wm D Wood & L H Wheeler, their heirs and assigns to construct, operate and maintain a street railway in the City of Seattle" with his objections thereto in writing as follows: Seattle August 25th 1888 Gentlemen of the Council. I return herewith without my signature & Approval Ordinance No 984 passed by your honorable body Aug 17 1888 with the recommendation that the provision in Section 8 be stricken out which reads as folows: "Provided however that if the said grantees their heirs or assigns shall be hindered or prevented from building said Railway on account of the interruption or delay of grading said streets they shall have an extension of the time for the completeion of said work equal to the time that the construction of said Railway shall be impeded or prevented by any of said causes"

587 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 27 1888 I believe that to pass that ordinance with such a provision in it when it is known that the streets on a greater portion of the proposed line have not and perhaps with not be graded for some years to come would be virtually tying up a valuable franchise until such time as it suits the pleasure of the grantees to complete the work. If it is not practicable to build such a road over streets not graded than why make any grants until the streets are in a condition for such work? While I am in favor of encouraging such enterprises the completion of which make is possible for the people of limited means (who are in the majority) to reach the suburbs of the City where houses can be secured for a nominal sum I should insist that such grants be made in good faith for actual use and not for speculative purposes. Respectfully Robert Moran mayor. On motion the message & Ordinance are referred to the Street Committee. Ordered that the petition of Wm M Thomas for permission to build a small fruit and cigar stand in the alley on the west side of Washington Street between South 2nd and South 3rd sts be taken from the table and referred to the Street Committee. Ordered that the matter of Bluff Street grade be referred to the Street Committee in conjunction with the City Surveyor. Ordered that the matter of Depot Street grade at its intersection with Fifth Street be referred to the Street Committee in conjunction with the City Surveyor. Petition of C B Collins for license to erect a tent on wast Spring Street read and referred to Street Committee. Petition of C B Bagley & others for opening Farragut Street fromFarm St to Montgomery Street and Montgomery Street from Farragut to Galer St and Galer St from Montgomery St to George Street and George St from Galer St to Garfield Street read and referred to the Street Committee. Petition of Alexander Bousinet for damages occasioned by fall through defective sidewalk read and referred to the City Attorney. Communication from City Surveyor notifiying the Council that the owners of Lot 7 Block 20 Lot 8 Block 20 Lots 1,2,3,4,5 & 6 Block 26 and Lot 11 Block 27 all in Bell & Denny's addn abutting on Second Street refuse to remove obstructions so as to permit the widening of said street: read and on motion the Clerk is directed to notify the owners of said lots the remove such obstructions forthwith. Petition of W A Chong & Co for permission to put up a corrugated iron building on South Third Street and make alterations and repairs to wooden buildings read and referred to Committee on Fire &Water. 589 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 27 1888 Central Labor Union of Seattle enclosing tickets and extending an invitation to the Mayor and Council to attend pic-nic at Ravenna Park on Labor Day (Sept 3rd) read and the thanks of the Council tendered for the invitation. Licenses Referred Alexander Meister, Jno D Morgan and Conrad Brehm Report of theCustodian of the Powder House read and ordered filed. Councilman Durie gives notice that he will introduce an ordinance at the next regular meeting for the extension of the fire limits. Ordered that a warrant be drawn by the City Clerk on the City Fund in favor of the Territorial Treasurer for the sum of $5080.00 the same being 10% of the amount paid into the Treasury for Liquor Licenses since Apr 2/88 Ordinances 986 An Ordinance is submitted by Councilman Durie entitled "An Ordinance to regulate fast driving or riding of animals at the intersection of Mill, James, Front and Commercial Streets in the City of Seattle" which is passed by the following vote: In favor of the same Durie, Green, McCombs, Niesz & Reitze Against the same, none. 986 An Ordinance by the City CLerk entitled "A Special Ordinance appropriating money to pay audited bills" which is passed by the following vote: In favor of the same Durie, Green, McCombs, Niesz & Reitze Against the same, none.
