590 JOURNAL OF THE PROCEEDINGS OF THE Aug 31 1888 Be it remembered that on the 31st day of August 1888 The Common Council of the City of Seattle met in its Council Chamber pursuant to adjournment. The Following officers are present: His Hon the Mayor Robert Moran, Councilmen D E Durie, Jos Green J E Jones, Jas McCombs, J F McDonald - U R Niesz C F Reitsz and Dep Clerk C W Ferris. The following proceedings are had, to wit: Petitions etc. Petition of Adam Reis for permission to Blast on the Hill property on Jackson Street: Read and granted subject to the usual restrictions. Remonstrance of B A Anderson et al against the changing of the grade of Fifth Street at Depot Street Read and referred to Street Committee. Petition of H L Taylor for a street light at the corner of 6th and Blanchard Streets Read and granted Communication from W R Brawley asking that the license granted to Alden S Chase for selling liquor be revoked. Read and Referred to License & Revenue Com. Petition of A A Kopf for the lease of a portion of Spring Street Read and Tabled. Petition of Chas R Brown et al asking for a change of grade on Tenth Street Between Terrace & Cedar Sts Read and referred to Street Committee. Petition of Jensen & Koch for permission to change liquor license. Read and referred to license & Rev Com Remonstrance of John Graf against the Fifth St grade Read and referred to Street Committee.

591 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 31 1888 Remonstrance of F H Peterson and others against the Mill Street assessment district. Read and referred to City Attorney. Communication from the City Surveyor asking the Council to notify the owner of Lots 10 & 11 Blk 41 Bell & Denny's addition to remove obstructions from said lots so as to allow Second St to be widened and graded. Read and parties ordered notified. Committee Reports From Street Committee on the matter of changing the grade of Fifth St at Depot recommending that no change be made. Adopted. From Same committee on the petition of W M Thomas for use of alley on Washington Street between So 2nd & So 3rd streets, recommend that the petition be not granted. Adopted. From Same committee on the petition of Jeannette C Nevins for damages account of widening Second St recommending that petitioner be allowed the sum of $100.00. Adopted and warrant ordered drawn. Licenses Referred J H Longhead Gorman Bros Misc. Ordered that the Chairman of Committee of Health and Police be authorized to rent room in the new Yesler Block for Police Headquarters. Ordered that the matter of water closet connections with sewers west of Front and Commercial Sts be referred to Com on Health and Police.

592 JOURNAL OF THE PROCEEDINGS OF THE Aug 31 1888 Ordered that the Purchasing Agent be authorized to procure the necessary furniture of Police Headquarters to include an Telephone. Ordered that the matter of furnishing the Police Forse withuniforms be referred toFinance Committee. Ordered that the Purchasing Agent be instructed to procure signs to be placed under the direction of the Chief of Police. Supplemental plat of Blk 8 D T Denny's 2nd Addn referred to Street Com and City Attorney. And not the Council proceeds to examine and equlize the assessment roll of the year 1888 and the following changes are made to wit: School Block No 49 Terry's 1st Addition is stricken from the roll. Ordered that Block 55 Maynard's addn be stricken from the roll the same being property of the Sisters of Charity Ordinances The City Attorney submits an ordinance entitled "An Ordinance to prohibit the distribution of doger circulars, pamphlets and other advertising mediums and the sweeping or depositing of paper and other rubbish upon the streets and sidewalks of the City of Seattle" Which is passed by the following vote, in favor of same Durie, Green, Jones, McCombs, McDonald Niesz & Rietze. Against same none. The matter of Jno Crist's Mill Street property isreferred to Street Comittee.

593 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 31 1888 Adjourned until Saturday Sept 1st 1888 at 8 o'clock PM Approved Robert Moran mayor Attest W R Forrest clerk by C W Ferris dep clerk Be it remembered that on Sept 1st 1888 the Common Council of the City of Seattle met in its Council Chamber pursuant to adjournmnet Thefollowing officers are present: His Hon Mayor Robert Moran councilmen J F Burns, Jos Green, T E Jones, Jas McCombs, J F McDonald U R Niesz, C F Rietze and Dep Clerk C W Ferris Petition of E C Slorah for permission to change the license of the "Orion" to "Commercial Saloon", granted. upon the recommendation of the License & Rev. Committee. Ordered that the Chairman of the Street Com. City Surveyor and City Attorney be empowered to allow the Seattle Construction Co to occupy Mill Street if they deemm it proper and legal. Ordered that the Street Commissioner extend the Madison Street sewer to deep water. Ordered that the Committee heretofore appointed to confer with the "Arbor Society" act with them in setting out trees along the Streets of the City. Upon motonof Councilman McDonald it is ordered that no member of the CouncilAddress that body without first rising to his feet. And now the Council proceeds with the examination and equalization of the Assessment Rolls for the Year 1888 and the following changes are made.
