COMMON COUNCIL OF THE CITY OF SEATTLE Nov 16 1888 Ordered that the Council do now adjourn until Friday, November 23rd, 1888 at 7:30 o-clock P.M. Approved Robert Moran mayor Attest W R Forrest city clerk Nov 23 1888 Be it remembered that on this 23rd day of November 1888 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournnment , the following officers are present, to wit: His Honor the Mayor Robert Moran and Councilman F.J. Burns, D E Durie, Joseph Green, [Thos E Jones]], James McCombs,J F McDonald & C F Reitze The following proceedings are had, to wit: Petitions etc Petition of A.L. Palmer for permission to move partitions in house on South Third Street, read & referred to Com on Fire & Water. Petitions of John Farnham for compensation for damages to property caused by firemen, read and referred to Judiciary Commitee. Petition of James Lowdon for permission to build wooden awning in front of building on Mill St. Between South 3rd & South 4th St, read & referred to Committee onFire And Water. Petition of Seattle Lodge No 7 I O O F for a drain on South side of Battery Street between Second and Third Streets, read and referred to Street Commitee. Petition of John Brannan for permission to build a shed of corrugated iron in rear of Sportsmens

662 JOURNAL OF THE PROCEEDINGS OF THE Nov 23 1888 Headquarters at foot of Commercial street read and on motion tabled. Claim of Geo A Kellogg for fees as referee in case of City of Seattle vs Jos McNaught read and referred to the Finance Commitee Resignation of O.D. Butterfield as police officer read and accepted and On motion it is ordered that O.D. Butterfield be and his hereby appointed a special police officer at a salary of $90.00 for month to act as License Collector under the orders of the of the City Clerk and License & Revenue Commitee. Petition of C H Hanford for appointment of Jos F. McNaught an appraiser for Condemmation of property along the line of South Eleventh Street in place of H H Lewis who is absent from the City, read and referred to the Judiciary Commitee. Petition of Geo Kinnear and others for change of Fire limits read and referred to Committee on Fire and Water Petition of M Keeton for permission to occupy alley in Block 14 of Maynard's Plat read & on motion refected. Petition of Fred Kelly & others for crossing on Depot Street at Box Street read & referred to Street Commitee. Petition of H Jones and others in the matter of the Fifth Street grade, read and referred to the Street Commitee.

663 COMMON COUNCIL OF THE CITY SEATTLE Nov 23 1888 Communication from P P Carroll enclosing affidavit of Louis Engles in the matter of claim for damages made by said Engles against the City, read and referred to the City attorney. Petition of Sisters of Charity Providence Hospital for a fire plug at or near Corner of Spring and Sixth Streets read referred to Commitee on Fire & Water. Communication from Denny & Horton in regard to unpaid Street grade warrants, read and referred to Finance Commitee in conjunction with the City Attorney. Petition of Geo Newell and others for planking Colfax Street from the City limits north a distance of 1900 feet read and referred to the Street Committee. Petition of G S Dudley and others for a Street Light Corner of Thirteenth and Howell Streets read and referred to Committee on StreetLight. Communication from Board of Trade conveying resolution of the Board endorsing the City Council in leaving Yesler's Wharf. read and ordered filed. Petition of H F Whitney and others for extending Natchez Street, read and referred to the Street Committee. Report of the Chief of The Fire Department in the matter of buildings put up within the fire limits without permission read and on motion of Councilman Durie the Street Commissioner is ordered to move or tear down the buildings that have been erected with out permission and that the street Comn'r keep account of the expense of such work.

664 JOURNAL OF THE PROCEEDINGS OF THE Nov 23 1888 Committee Reports Received From Committee on Fire and Water rejecting petition of Board of Trade for change of License Ordinance Read and ordered filed. From same Committee granting petition of Wa Chong for permission to build a coal bin and also a shed roof provided both be built on iron and erected under supervision of Fire Marshall. Adopted From same Committee granting petition of Allen & Ayers for permission to build approach to Livery Stable on South Third Street & also put in window. Adopted. From same cmmittee granting petition of Quong Chong for permission to put partitions in house. Adopted. From same committee granting that part of the petition of Geo W Ely heretofore referred to the Com. relating to change of window to door and putting up awning but rejecting the petition as to any window which shall project over the sidewalk. Adopted. From same Committee granting petition of James Sutton for change of door and window in Tremont House. Adopted. From Special Committee appointed to confer with County Commissioners in regard to care of paupers and indigent sick, reporting agreement entered into between the County & City. Adopted. From Councilman Durie reporting purchase of a span of hours for the Fire Department for $525.00 & recommending that a warrant for said sum be drawn in favor of Holcomb for said amont. Adopted.

665 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 23 1888 Ordered that the Plat of Summit Park Addition to the City of Seattle be referred to the City Surveyor & City Attorney. Ordered that the Plat of Cable Line addition to the City of Seattle be and the same is hereby approved. On motion of Councilman Burns the Street Commissioner is authorized and empowered to employ mean and teams to clean up the City Front. On motion the matter of repairing the City Jail is referred to the Chairman of the Committee on Health and Police and Com on Public Buildings and Grounds. Ordinance 1020 An Ordinance is submitted entitled "An Ordinance to amend section 1 of Ordinance No 964, approved July 20th 1888 and entitled 'An Ordinance granting a franchise to J M Thompson and his associates for a Cable Street Railway in the City of Seattle' and as amended by Ordinance No 1014 approved November 17th 1888" which is passed by the following vote, to wit: In favor of the same J F Burns, D E Durie, Joseph Green, Thos E Jones, James McCombs, J F McDonald and C F Reitze. Against the same none. 1021 An Ordinance is submitted bythe City Attorney entitled "An Ordinance to provide for the grading of Second Street in the City of Seatle from Pine Street to Blanchard Street and constructing sidewalks on both sides of said Second Street" which is passed by the following vote, to wit: Ayes Burns, Durie, Green, Jones, McCombs, McDonald & Reitze. Noes none. Ordered tht the Council does now adjourn. Approved Mayor Attest W R Forrest clerk
