200 Columbia City, Wash. Feb. 6th, 1899.

The Town Council of the Town of Columbia met in regular session at 8 o'clock P.M. Present Mayor Reeves, Councilmen Peirson, Helenthal, Hepler and Campbell.

Minutes of previous meeting read and approved. Marshal's monthly report read and accepted.

Franchise Committee reported the original copy of the franchise ordinance in their possession, and that Mr. F. H. Osgood had been notified of the meeting and invited to be present.

Street Committee reported the Caldwell St. plank walk completed as per specifications, with one dollars worth of labor additional. Report accepted and warrant ordered drawn on the Current Expense fund for the full amount $9.00 in favor of H. D. McKay.

Finance Committee reported the City Attorney's report as not yet having been submittedd to or seen by said committee.

On motion the matter of electing a City Attorney for the year 1899 was taken up and Mr. Nichols duly elected to said office of City Attorney.

On motion the newly elected City Attorney was ordered notified of his election and instructed to wait upon the retiring Attorney and get his books and statement of Town matters in his possession.

Ordinance for the surety bonds for Town Officers, readn and a section added to cover that of Treasurer, Clerk, Attorney / Marshal after which the same was accepted and ordered referred to the City Attorney for drawing up in paper form.

The matter of appointing a Town Treasurer taken up, and Mr. A. H. Hepler duly elected to said office.

By regular motion the Franchise matter was taken up and read by sections. Section 12 was amended to fix the hours, at which building were to be moved across the street Railway between 12:Midnight and 5 o'clock A.M. And Section 13 amended to read that the car service therein stipulated shall take effect June 1st 1899.

Then the Franchise was passed as a whole Error and referred to the City Attorney, for final drawing up, the said Attorney being instructed to present Mr. F. H. Osgood with a copy of the same. Also that the matter be taken up at the next regular meeting.

By regular motion warrants were ordered drawn on the Current Expense Fund for the following bills: "Compton Lumber Co, for street lumber $21,97 " A. H. Hepler, for lamp and nails 4,55 " S. T. Whittington, for street work 4,00 " H. D. McKay, for laying plank walk 9,00 " [Louman??] / Hanford, for receipt blanks 3,50

On motion the Clerk was instructed to make application for the bonds of Town Officers.

Then Council duly adjourned to meet again Feb. 20th, 1899, at 7:30. P.M.

202 Columbia City Wash., Feby 20th 1899

The Town Council of the Town of Columbia met at the Town Hall at 8 P.M. in adjourned session.

Present: Mayor Reeves, Councilmen Hepler, Hellenthal Campbell and Womach. Absent Pierson. Minutes of previous meeting read and with corrections approved.

Mr. C. S. Chase Town Clerk being absent on account of sickness. J. A. Campbell was chosen clerk pro tem.

A committee from the [Local?] Improvement Club consisting of Messrs Gardner, Hastings and Watson appeared before the Council calling attention to the object and aim of said Club in the matter of beautifying the Town and informing the Council that it was their intention at next regular meeting to present a petition signed by a great many tax payers, asking that the Council render assistance in the matter of setting out shade trees in front of each lot on graded streets.

Special Committee on moving Town Hall report & progress.

Informal report by City Attorney - elect ^Ralph D. Nichols^, as to the condition of affairs in the office of City Atty. McCurley. Report of Chairman of Finance Committee stating that City Atty McCurley could not be found, was supposed to have left the Town and did not turn over his ^The^ books, papers, tax roll &c. &c. property belonging to said office. The matter is under investigation and work proceeding as rapidly as possible.

It was reported that Town Clerk - Elect, J. A. Kelso refused to qualify, and on motion it was carried that Mr. J. L. Dudley be chosen Town Clerk for remainder of 1899.

Ordinance Repealing Ordinance No 45 was presented and on motion was duly passed, and ordered posted.

Motion was carried authorizing the issuance of a warrant in payment of bonds of the Town Officers in the sum of Twelve & 50/100 Dollars ($12 50).

consisting of the present water committee and Mr Pierson be appointed and instructed and authorized to employ an expert, and with him to inspect the present water system, and report their reccomendation to the Council.

The bonds of the Town Officers were reported, not ready.

On motion being carried the Council adjourned.

Columbia, Wash. Mar. 6 - 99 The Town Council of the Town of Columbia met in regular session at 8: P.M. Present Mayor Reeves, Councilmen Campbell, Pierson, Hepler & Helenthal.

Minutes of the previous adjorned session read and with slight corretions same were approved. Marshal's monthly report read and accepted. Water committe made verbal report, with no definite suggestions, and upon request was, given further time.

On motion the Street Committee was authorized to make repairs on Columbus St. bridge. Matter of the town officers' bonds taken up, and oaths of office being duly filed with the Clerk, said bonds were all accepted by regular vote.

Ry franchise matter followed, and after consideration of the franchise ordinance the same was approved and passed, in which matter Mr. Osgood was given until April 3d, 1899, to accept the said franchise ordinance, and the clerk was was trusted to give Mr Osgood notice to that effect.

The old road tax matter brought up and referred to the City Attorney for investigation and final settlement.

The Treasurer was there instructed to purchase a rubber stamp for the use of the Town Treasurer in cancelling warrants.

The matter of tree planting referred to the St. committe with power to act.

On motion warrant was ordered drawn on the Current Expenses Fund in favor of S. S. Chase for two months services as Clerk, amount $10.00. On motion an ordinance increasing the salary of the City Attorney to $10.00 per month was read and passed.

A petition for grading and improving Ferdinand Stret from Noble Street to Letitia Street was read by the Clerk and on motion carried referred to the Street Committee.

Motion was carried instructing Clerk to prepare copy of street grade assessment roll for use of attorney and council.

On motion meeting adjourned.
