Gentlemen,
There is an error in assessing improvments on S 1/2 of Lot 4 Blv. 4 Heirs S.A. Bells 2nd Add as there has been assessed for 1891 $450 for imp where none exists. I there fore recommend the Board ot refund to [James Dignan] the taxes on $450 valuation.

James Dignan being first duly sworn deposes and says he is the owner of 8 1/2 of Lot 4 Block 4 Heirs S.A. Bells 2nd Add and that there is not now nor was there on April 1st 1892 any improvements on said one half lot in any form.
