firms whose decision not to locate
in the state derived partly from the
uncleanliness—they had a feeling
that if a person didn't take pride in
himself and his community, he
wouldn't take pride in his work. This
situation has changed. Industries are
moving in, but it is not possible to
determine how many were really
attracted by the new tidiness. It's
easy to make wild claims.
However, there is one interesting
exception: a man and his wife from
Switzerland, who came to the
United States seeking a location for
a food-products plant. They looked
over five states and decide on West
Virginia—because they liked the
hills and the clean roads and roadsides.
That the state's cleanliness
impressed people from such a neat
and tidy nation is, to my mind, the
ultimate accolade.
