"Mr. Burritt" is likely referring to Judge S.L. Burritt, c.f.: Defeat in Victory: Yankee Experience in Early Civil War Jacksonville by Richard A. Martin, The Florida Historical Quarterly, Vol. 53, No. 1 (Jul., 1974), pp. 1-32 (36 pages). "Meanwhile, Judge S.L. Burritt, a Unionist, had rowed out to the gunboat Ottawa, flagship of the naval force, and under a flag of truce surrendered the town to Lieutenant Stevens, the senior naval officer in command." p. 18. "gunboat"= U.S.S. Ottawa; https://www.nps.gov/timu/learn/historyculture/decklog_ottawa.htm
