My dear Mrs. Steinbeck:

The service given by the women of the United States to the work of the Liberty Loans has constituted one of the great factors in the winning of the war. To this service, made possible by the earnest, continuous and self-sacrificing labor of the local chairmen, the Treasury Department owes inestimable gratitute; and, although no words of mine will adequately compensate for tasks so well and unselfishly performed, it is my pleasure and privilege, in behalf of the Department, to offer you appreciation of your service as well as congratulation upon the success of your efforts in the crisis of our national life.
