John W. FosterJohn Watson Foster (1836-1917) was a lawyer and journalist who was in the Union Army in the Civil War, rising to the rank of Colonel. He served as U.S. Ambassador to Mexico, Russia, and finally Spain during the period from 1873 to 1885. In 1892 he was appointed U.S. Secretary of State by President Benjamin Harrison, replacing James G. Blaine, whose ill health forced him to resign. Foster served for 8 months, until he was replaced when Grover Cleveland became president. He continued to live in Washington, D.C., becoming a lobbyist attempting to untangle legal obstables facing corporations doing business in foreign countries.
