My dear General
It gives me very great pleasure to join you in [?] my old time friend Smith G.W. as a very fit and proper person to put in charge of the supervision and construction of the Institution contemplated by our eminent fellow citizen and Ex Governor [Noandford?]. I hope the [Governor?] will secure the services of [Governor?] Smith as he will find him the man for the place.
