I got this latter part from Dr R this morning who says that he only gave the refusal until yesterday, & of course take ground that we want our money and want to build east and are content to let as others do sa they please. Suming told me that nothing less than $450,000 will buy the Oroville R that any less sum than that cannot prevent it from going into his hands. In other words it takes that sum to clear it, & said he would give two years time for payment. I only pretend to give you the outlines of what is said.
