Commonwealth of Massachusetts. In Senate, February 5th 1814.

The Committee of both Houses, to whom was referred the Message of His Excellency the Governor of this Common-wealth, transmitting a letter from the Governor of Tennessee, enclosing a resolution of the General Assembly of that State, proposing an amendment to the Constitution of the United States, so as to reduce the term of service of Senators in Congress from six, to that of four years, from the time they enter upon the duties of their appointment; Report, That it is inexpedient that the same should be adopted.

Read and Accepted. Sent down for concurrence, John Phillips, President In the House of Representatives February 5th. 1814.
