IN conformity with a resolution by the Legislature of Pennsylvania, I have the honor to transmit to you the result from a submission to that Assembly of certrain propositions by the Legislatures of Connecticut and Massachusetts, for amending the Constitution of the United States, with a request that it be laid before the Legislature of the State over which you preside.
