To His Excellency Neil S. Brown Governor of Tennessee
Sir, Having just com= menced the practice of the Law in this city, I have thought that it would be of advantage to me to procure the appointment of Commissioner of Deeds for other States, to take acknowledgments to in this State.
If therefore your list is not yet full, I hope your Excellency will be pleased to appoint me Commissioner of Deeds for your State.
I should esteem it as a favor to hear from you, even if you cannot grant my application - Referring you to the accompanying testimonial, I am very Respectfully Your Excellency's Obt. Svt.

From the nature of the testimonials which Mr. Chapman has exhibited to me, They cheer fully commend him as a proper preson [sic] for the appointment be [illegible], and to which I am sure he will do honour.

From long personal acquaintance with Mr. Chapman, I cheerfully concur with His Honor Mayor Beady in recommending him for an appointment as Commissioner, believing him well qualified to do honour to the appointing power.
