The undersigned at the request of your predecessor Gov NS Brown having made a con tract withMajr A Heiman for the erection of a monument over the remains of the late Gover Carroll which contract is on file in the office of the Secty of State _ do at the request of said Heiman state that they have examined said monument & believe that it is finished & com pleted according to said contract with the exception of the lettering or enscription in which Major Heiman (?) to do early in the spring
