Memphis Tennessee His Excellency the Governor of Tennessee Sir:

I had the honor this day to receive your communication of the 11th instant.

In reply, I would respectfully state that I was ordered to provide trans portation and supplies for Tennessee Vol unteers, to be assembled [illegible] thus [illegible] I received no instruction relative to the troops which might [illegible] at the points, or in regard to the [illegible] made by the Governor, I shall [illegible] letter to to General Wool for his action. As soon as I learn his decision in the [illegible], I will again communicate with you. I have the honor to be, Sir Very respectfully Yr. Obt. Servt. W. W. Chapman Captain & Assst. Quartermaster U.S. Army
