in Connection assembled at Sparta respect
-fully shew to your Excellency
That the Legislative of 37 +38 in chart
-tering the Bank of the State of Tenn
-essee were [activated?] not only by a desire to
advance the causes of Internal Improvement
and popular education, but intended to
distribute with an even hand the bene
-fits of the Institutions in the way of
Banking facilities to every section of the State
by the location of Branches at such points
as would carryout and perfect that design.

Your Memorialists are reluctantly
constrained to believe that a majority of
the Board of Directors have been unmind
-ful of their duty in locating the
Branches at the places recently selected
by them + we [offer?] ourselves + in behalf
of the large and intelligent portion of
the Citizens of Tennessee represented by us
