Sir,
Your letter of the 13. inst. to Gov.
Cannon was received yesterday. In the
absence of the Governor and Comptroller
I referred it to the Attorney General of the
State and requested his opinion in relation
to the subject of its contents. A copy of
that opinion, I have the honor, herewith,
to transmit. I have no doubt of the correct-
ness of the Attorney General's construction,
and you may be assured, that the action
of the Governor will be conformable to it.
